Tender Quality Score

The provided tender information is severely lacking, particularly due to the complete absence of any tender documents and detailed requirements, making a comprehensive assessment impossible and raising significant concerns about transparency and fairness.

Score Breakdown

Legal Compliance100/100

The absence of mandatory exclusion grounds, detailed selection criteria (eligibility, technical, financial), and crucially, all tender documents, makes it impossible to fully assess legal compliance. The classification of a Dynamic Purchasing System (DPS) as a 'Restricted procedure' is a legal inconsistency, as admission to a DPS must be an open procedure.

Absence of mandatory exclusion grounds.
Absence of detailed selection criteria (eligibility, technical, financial).
Clarity40/100

While the basic description of the DPS's purpose is clear, the complete absence of detailed requirements and tender documents renders the overall tender extremely unclear for potential bidders. It is impossible to understand the full scope or expectations.

Lack of specific requirements for eligibility, technical capability, and financial standing.
No tender documents to provide context, detailed instructions, or terms.
Completeness75/100

The tender information provided is highly incomplete. Key sections like mandatory exclusion grounds, detailed selection criteria, evaluation criteria, and all tender documents are missing, making it impossible for a bidder to prepare a compliant and informed submission.

No tender documents provided.
Missing mandatory exclusion grounds.
Fairness60/100

The extreme lack of detail and absence of tender documents create a highly unfair bidding environment. Without clear, objective, and publicly available criteria, the process risks being arbitrary, non-transparent, and potentially favoring incumbent suppliers or those with prior insider knowledge.

Lack of objective and transparent selection criteria.
Absence of tender documents prevents equal access to essential information.
Practicality40/100

From a bidder's perspective, it is impractical to respond to this tender as presented. There is insufficient information to understand what is required, how to apply, or what criteria will be used for selection, making a meaningful application impossible.

Impossible for bidders to prepare a meaningful application without documents and detailed requirements.
No e-submission method specified (though this might be in missing documents).
Data Consistency100/100

The basic descriptive data is internally consistent, but the classification of 'Restricted procedure' for a Dynamic Purchasing System (DPS) is a significant inconsistency with standard procurement practices, as DPS admission is an open procedure.

Inconsistency in classifying a DPS as a 'Restricted procedure' for admission.
Sustainability0/100

No information regarding green procurement or social criteria is provided, indicating a lack of focus on sustainability aspects in this tender.

No green procurement criteria specified.
No social criteria specified.

Strengths

Clear title and reference number.
Organization and purpose of the DPS are described.
Appropriate CPV code provided.
Long contract duration (60 months) is suitable for a DPS, offering stability.

Concerns

Complete absence of all tender documents.
Missing mandatory exclusion grounds and detailed selection/evaluation criteria.
Estimated value not disclosed, hindering financial planning for bidders.
Lack of transparency and fairness due to insufficient information.
Misclassification of the procedure type for DPS admission.

Recommendations

1. Immediately publish all relevant tender documents, including detailed instructions, selection criteria, and terms and conditions.
2. Clearly define and publish mandatory exclusion grounds, detailed eligibility, technical, and financial requirements, and evaluation criteria.
3. Disclose the estimated value or provide a clear methodology for its calculation to ensure transparency.
