Original Tender Description

The Department for Education intends to procure a delivery partner to establish and operate a National Centre for Arts and Music Education. The intention is to establish the Centre by September 2026. The independent Curriculum and Assessment Review published its final report on 5 November 2025. The government also issued a response to the report on the same day, setting out the changes that will be made to the National Curriculum, qualifications, accountability and enrichment. The first teaching of the new curriculum will be September 2028 and new GCSEs from September 2029, following consultation. The intention is to publish the new national curriculum in Spring 2027, following consultation on the draft later this year. In light of these reforms, the Centre will aim to ensure every child in England has more equitable access to high-quality arts education by supporting excellent teaching, developing sustainable partnerships between schools and cultural organisations, and promoting arts education opportunities. It will focus on supporting more equitable arts education for children and young people aged 5-16 in England, ensuring disadvantaged pupils have access. This should ensure effective delivery of the new national curriculum and relevant qualifications across art and design, dance, drama, and music in state-funded schools, including working with local and regional partners, and their communities. The scope of services includes establishing and operating the National Centre to design, deliver and oversee programmes of work that: • Support excellent teaching through a new online CPD offer for primary and secondary school teachers and support to access existing high-quality teacher development provision available from others. • Develop sustainable partnerships, strengthening collaboration between schools and cultural organisations, to provide high-quality opportunities for children and young people. • Promote arts education to school leaders, teachers, parents and young people, including promoting opportunities for children and young people to progress in the arts and pursue their interests and career aspirations. In addition, the provider will be responsible for: • Oversight of the Music Hubs network, assuming responsibility as fundholder from September 2027, monitoring hubs’ performance and delivery, and working with hubs to achieve the Centre’s three priorities. • Delivering an ethical, transparent and sustainable social impact programme that builds partnerships with philanthropy and strengthens long-term financial resilience to support the delivery of the Centre’s three priorities; as well as supporting the Music Hubs network in fundraising. The Centre will be established with a phased implementation plan for its programme of work from September 2026. This includes the Centre assuming responsibility for the Music Hubs network from 1 September 2027. This gives the Centre a year to plan the transition from existing oversight arrangements with Arts Council England, during which the Centre can undertake preliminary engagement with Music Hub partnerships before September 2027. The existing Music Hubs capital grant overseen by Arts Council England will also be extended to the end of April 2027. The Centre will not therefore need to assume responsibility for this grant. Future funding for the Music Hubs revenue grant will be confirmed in due course and is separate to this contract value. Once the tender notice has been issued, potential bidders should log in or register on our e-tendering portal, Jaggaer. They should also seek to attend the forthcoming information sessions which will follow publication of the tender notice. These will cover in more detail all aspects of the tender requirements. This includes details of the new fundraising element, which was not presented in the 2025 information sessions. The DfE is keen to maximise opportunities to participate in procurement across a wide range of organisations from the public, community and private sectors, including small to medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). Consideration will also be given to consortia and collaborative bids from all forms of organisations.

Tender Quality Score

This tender outlines a significant initiative for arts and music education with a clear scope and substantial budget, but it currently lacks critical details regarding evaluation criteria and comprehensive bidder requirements, which could hinder fair competition.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the open procedure type and assigns an appropriate CPV code. There are no reported disputes or suspensions. However, the absence of explicit mandatory exclusion grounds and evaluation criteria in the provided content represents a significant gap in legal compliance for a formal tender notice.

No explicit mandatory exclusion grounds mentioned in AI-extracted requirements.
Evaluation criteria are not specified.
Clarity60/100

The description of the project's purpose, scope, and responsibilities is exceptionally clear and detailed. However, the clarity for potential bidders is severely compromised by the explicit lack of evaluation criteria and comprehensive bidder requirements, making it difficult to understand how proposals will be assessed.

Evaluation criteria are not specified.
AI-extracted requirements are not comprehensive regarding bidder qualifications.
Completeness65/100

Basic information such as title, organization, reference, value, duration, and key dates are well-defined. The project's scope and service requirements are also detailed. However, the tender is incomplete due to the absence of explicit bidder requirements (e.g., selection criteria) and, most critically, evaluation criteria.

Evaluation criteria are not defined.
Comprehensive bidder requirements (e.g., selection criteria) are not explicitly detailed.
Fairness60/100

The tender promotes fairness by disclosing the estimated value, supporting e-procurement via Jaggaer, and explicitly encouraging participation from a wide range of organizations, including SMEs and consortia. However, the complete absence of evaluation criteria significantly undermines transparency and fairness, as bidders cannot objectively prepare their proposals or understand the basis of selection.

Evaluation criteria are not specified, impacting transparency and objectivity.
Practicality85/100

The tender supports electronic submission through an e-tendering portal, provides a clear contract start date and duration, and discloses financing information. The phased implementation plan is also clearly outlined, enhancing practicality for planning. The only minor point is the lack of a direct document URL, though access via the portal is implied.

Data Consistency80/100

Most key fields are populated, and dates (submission, contract start, duration) are logical and consistent with the phased implementation plan. Minor inconsistencies include a missing code for the procedure type and an empty 'Liable Person' field, but these do not significantly impact overall data integrity.

Missing code for 'Open' procedure type.
Empty 'Liable Person' field.
Sustainability70/100

The tender demonstrates a strong commitment to social aspects, particularly ensuring equitable access for disadvantaged pupils and delivering a sustainable social impact program. It also encourages broad participation from diverse organizations. While green procurement is not explicitly highlighted, the social dimension is significant. Innovation is implied through the 'new online CPD offer' but not a central focus.

No explicit mention of green procurement principles.

Strengths

Clear and detailed description of the project's purpose and scope.
Significant estimated value and duration, indicating a substantial commitment.
Explicit encouragement for SMEs, VCSEs, and consortia, promoting broad participation.
Strong focus on social impact, equitable access, and sustainable partnerships.
Use of an e-tendering portal (Jaggaer) for submission.

Concerns

Absence of explicit evaluation criteria for bidder proposals.
Lack of comprehensive bidder requirements, including mandatory exclusion grounds.
The 'planned' status suggests some details are still pending, but as a tender notice, it's incomplete.
Missing code for the procedure type and empty 'Liable Person' field.
No explicit mention of green procurement or strong innovation focus.

Recommendations

1. Publish comprehensive evaluation criteria and detailed bidder requirements as soon as possible to ensure transparency and fairness.
2. Provide a clear document URL and ensure all tender documents are readily accessible through the e-tendering portal.
3. Consider incorporating explicit green procurement principles and innovation incentives into the tender documentation.
