Original Tender Description

We invite you to provide a quote for undertaking tree maintenance and aftercare of 29 coupes, spread across the reserves of Millers Dale, Cramside, Chee Dale, and Taddington Woods. The total number of trees to be inspected will be 9,280. Life in the Ravines is a 5-year woodland restoration project being delivered in the Peak District Dales Special Area of conservation. The project aims to mitigate the effects of ash dieback that has devastated these woodlands in recent years. The project has planted over 100,000 trees in areas where the woodland canopy is most threatened by the effects of ash dieback. Natural England is looking for a supplier to perform aftercare and maintenance of trees that have already been planted by the project. The trees to be maintained have been planted in either 0.25 ha hexagonal coupes, or 0.125Ha Half-hexagonal coupes, containing 320 or 160 trees respectively. Tree species are protected with 1.5m shelters, supported by 1.6m stakes. Shrub species are protected with 0.6m shelters supported by 0.7m stakes.

Tender Quality Score

This tender for tree maintenance in the Peak District Dales SAC is generally well-structured, with clear technical requirements and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on the submission process, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements with a clear CPV code and a defined procedure for below-threshold open competition. Deadlines appear reasonable given the scope. No disputes are noted. The procedure is clear, but the absence of explicit evaluation criteria could be a minor compliance concern in some jurisdictions.

Clarity80/100

The description of the required services is clear, detailing the specific locations, number of coupes, and trees to be maintained, along with the protection methods used. The project's context (ash dieback mitigation) is also well-explained. However, the lack of specified evaluation criteria leaves some ambiguity on how quotes will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, reference, organization, description, estimated value, contract duration, and start date. However, the AI-extracted requirements indicate that no specific mandatory exclusion grounds are detailed, and the tender documents themselves are not available with content, which is a significant omission.

No document content available
Fairness85/100

The tender is an open competition, and the estimated value is disclosed, promoting fairness. The requirements are specific to the task and do not appear tailored to any particular company. The use of e-procurement is implied by the structure but not explicitly stated as mandatory for submission.

Practicality65/100

The contract duration and start date are specified. Financing information is not detailed. The primary practicality issue is the lack of explicit mention of an e-submission process, and the absence of document URLs for accessing full tender details.

No e-submission
Missing reveal date
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no noted disputes or suspensions. The dates provided (submission deadline, contract start) are logically sequenced.

Sustainability50/100

The tender focuses on woodland restoration and mitigating the effects of ash dieback, which has inherent environmental benefits. However, there are no explicit mentions of green procurement criteria, social aspects, innovation, or EU funding, limiting its sustainability score.
