Tender Quality Score

This tender provides clear basic information and supports e-procurement, but critical details regarding specific requirements and evaluation criteria are missing from the provided summaries, impacting clarity, completeness, and fairness. The absence of a reveal date and sustainability focus are also notable concerns.

Score Breakdown

Legal Compliance75/100

The tender clearly defines the procedure type and CPV codes, and there are no reported disputes. However, the absence of a clear reveal date and the lack of specified evaluation criteria in the provided summary are notable transparency and compliance concerns. The 'in perpetuity' contract duration, while unusual, may be compliant within specific UK GMS regulatory frameworks.

Missing reveal date
No evaluation criteria specified in summary
Clarity60/100

The overall service description, locations, and contract type are clear. However, the AI-extracted requirements consistently state that specific details for mandatory exclusion, technical capability, financial requirements, and especially evaluation criteria are not detailed in the summaries, requiring reference to full documentation. This significantly reduces the clarity of the provided overview.

Specific technical, financial, and exclusion requirements not detailed in summary
No evaluation criteria specified
Completeness65/100

All basic information such as title, organization, value, deadlines, and duration is provided. However, the provided content lacks detailed mandatory exclusion grounds, specific technical and financial requirements, and crucially, evaluation criteria, consistently deferring to external documents for these critical details.

Detailed mandatory exclusion grounds, technical, financial, and evaluation criteria are not present in the provided summaries
Fairness60/100

The tender discloses the estimated value and supports e-procurement, promoting equal access. The high-level requirements appear generic. However, the critical absence of specified evaluation criteria in the provided summary significantly hinders transparency and objective assessment of bids, impacting fairness. The missing reveal date also affects transparency.

Practicality80/100

Electronic submission is clearly supported and required. The contract start date and duration are well-defined. While a direct URL to the e-procurement portal is not explicitly provided in the text, its existence is strongly implied.

Most key fields are populated, and dates are logical and consistent. There are no reported disputes or suspensions. Minor gaps include an empty 'Liable Person' field and missing procedure codes.

'Liable Person' field empty
Procedure codes for Type and Procedure are empty
Sustainability20/100

The tender does not include any explicit green procurement, social aspects, or innovation focus. This represents a missed opportunity to integrate broader public value considerations.
