The Commissioner is exploring the application of his statutory powers and duties to provide informed advice and recommendations to Welsh Ministers and public bodies on energy issues. The successful provider will be expected to deliver the following: Stage 1: Desk research to consider options for providing advice. Stage 2: Involvement and consultation to refine objectives and outputs. Stage 3: Research and analysis to meet objectives. Stage 4: Writing up advice and/or reports with findings and recommendations for publication.
