Original Tender Description

The CoLC, in collaboration with CoLC of London Police (CoLP), is undertaking a project to build a Tactical Firearm Training Facility (TFTF). A site at Dagenham Dock has been identified. A feasibility study determined that a combination of traditional and modular design solutions is the favoured approach. The design scheme needs to progress from RIBA stages 1 to 3, requiring the appointed team to review existing information and provide advice to complete RIBA stages 1, 2, and 3 before commencing RIBA stage 4. Contract duration is 3.6 years. This appointment is for Project Manager and Contract Administrator services.

Tender Quality Score

This tender offers a moderately detailed opportunity for Project Manager and Contract Administrator services for a tactical firearms training facility, with clear technical requirements but lacking specific evaluation criteria and e-submission capabilities.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. Deadlines appear reasonable given the contract duration. However, the absence of explicitly stated evaluation criteria could be a minor regulatory concern regarding transparency. The presence of 'Issues: Missing reveal date' is noted but not assessed as it falls outside the rules.

Clarity80/100

The description of the project, including the need to progress design stages and the nature of the facility, is clear. The roles and expected capabilities of the bidder are well-defined. The AI-extracted requirements further enhance clarity.

Completeness70/100

Essential information such as the title, organization, estimated value, contract duration, and start date are provided. The description is adequate. However, the critical issue of 'No document content available' significantly impacts completeness, as bidders cannot fully assess the scope without accessing tender documents.

No document content available
Fairness85/100

The tender uses an open procedure, which promotes fairness. The estimated value is disclosed, and criteria are generally objective based on technical capability. The lack of mandatory exclusion grounds listed in the provided text, if not detailed elsewhere, is a positive aspect for potential bidders.

Practicality65/100

The contract duration and start date are specified. However, the absence of 'e-submission' is a significant drawback, suggesting a less modern and potentially less practical submission process. The availability of document URLs is also not explicitly confirmed.

No e-submission
Document URL not explicitly provided
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, duration, and contract start date are populated consistently. There are no indications of suspension or disputes. The dates provided are logically ordered.
