Tender Quality Score

This tender for newspaper distribution is generally well-structured with clear basic information, but lacks detail on evaluation criteria and submission specifics. The short deadline and limited document content are notable concerns.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by providing a clear title, reference, organization, and CPV code. The procedure is identified as 'Below threshold - open competition'. However, the absence of a specified reveal date for submissions and the lack of explicit evaluation criteria could be a minor compliance issue depending on local regulations. Deadlines are present but potentially tight.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the service is reasonably clear, outlining the scope of newspaper distribution, the contract period, and the expected number of editions. The reference to an online example of the newspaper aids understanding. However, the exact specifications for distribution and the criteria for determining the number of editions are not fully detailed.

Distribution specifications could be more detailed
Criteria for number of editions not fully specified
Completeness70/100

Most essential information like title, reference, organization, estimated value, and contract duration are present. The submission deadline and contract start date are also provided. However, the lack of accessible tender documents with content or summaries significantly impacts completeness, as bidders cannot fully assess the scope without them.

No document content available for review
Fairness85/100

The tender is open competition, and the estimated value is disclosed, promoting transparency. The criteria for eligibility ('experienced supplier') are objective. The lack of specific tailoring to particular companies is positive. However, the absence of detailed evaluation criteria makes it difficult for bidders to understand how their submissions will be assessed, which could be perceived as less fair.

Missing detailed evaluation criteria
Practicality65/100

The tender provides a contract start date and duration. However, the lack of information regarding e-submission, a direct URL for documents (beyond the newspaper example), and specific financing details reduces practicality for potential bidders. The short submission deadline also poses a practical challenge.

No explicit e-submission method specified
No direct URL for tender documents
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The contract start date and duration align with the overall timeline. The CPV code is appropriate for the service.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear basic information (title, reference, organization, value)
Appropriate CPV code provided
Open competition procedure
Contract duration and start date specified

Concerns

Lack of accessible tender documents with content
Missing detailed evaluation criteria
Short submission deadline
No explicit sustainability or innovation focus

Recommendations

1. Provide full tender documents with detailed content.
2. Specify clear evaluation criteria for bidders.
3. Consider extending the submission deadline or ensuring it is adequate for the scope.
