Tender Quality Score

This tender for Saturday Day Services is generally well-structured, with clear objectives and a reasonable estimated value. However, it lacks specific evaluation criteria and details on document access, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender adheres to below-threshold contract rules under the Procurement Act 2023, with a clear procedure and proper CPV code. Deadlines appear reasonable given the context. No disputes are noted. The primary concern is the absence of a reveal date for tender documents, which is a minor procedural oversight.

Missing reveal date for tender documents.
Clarity80/100

The description of the service is clear, outlining the target group and the essential components of the support to be provided. Requirements are documented, although specific evaluation criteria are missing, which could lead to ambiguity for bidders.

No evaluation criteria specified.
Completeness70/100

Most basic information is present, including the estimated value, contract duration, and start date. However, the lack of accessible content for the tender documents is a significant omission, preventing a full assessment of completeness.

No document content available.
Fairness85/100

The tender is an open competition, and the value is disclosed, promoting fairness. The criteria for extension are objective (satisfactory performance outcomes). However, the lack of readily available tender document content and the absence of specified evaluation criteria could be perceived as less than fully transparent.

No document content available.
Missing evaluation criteria.
Practicality65/100

The tender specifies a contract start date and duration, and financing is implied by the estimated value. However, the absence of information regarding e-submission and a direct URL for documents hinders practical access for potential bidders.

No e-submission mentioned.
Document URL not provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported suspensions or disputes, and the timeline is consistent. The AI-extracted deadline of 2026-04-21T00:00:00 differs slightly from the stated '2026-04-21 11:00:00', but this is a minor discrepancy.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.

Not green procurement.
No social criteria mentioned.

Strengths

Clear service description and objectives.
Proper CPV code and below-threshold procedure adherence.
Disclosed estimated value and contract duration.
Open competition process.

Concerns

Lack of accessible tender document content.
Absence of specified evaluation criteria.
No explicit mention of e-submission or document URLs.
Limited focus on sustainability aspects.

Recommendations

1. Provide direct links to all tender documents and ensure their content is accessible.
2. Clearly define the evaluation criteria for bids.
3. Consider incorporating sustainability or social value elements into future tenders.
