Tender Quality Score

This tender for recycling of mechanical street sweeping waste is generally well-structured with clear descriptions of requirements and a defined budget. However, it lacks explicit evaluation criteria and details on sustainability aspects, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and has a clear CPV code. Deadlines are provided, though the submission deadline may be considered tight relative to the contract start date. No disputes are noted, and regulatory compliance is implied by the statutory duty mentioned. The absence of mandatory exclusion grounds is a minor point but doesn't inherently indicate non-compliance.

Clarity80/100

The description of the waste stream and the required services (receipt, processing, recycling, re-use/marketing, residue disposal) is quite clear. The variability of waste composition is also well-documented, providing good context for bidders.

Completeness70/100

Basic information such as title, reference, organization, value, duration, and start date are present. The CPV code is specified. However, the tender documents themselves are not accessible or summarized, and crucial evaluation criteria are missing, which reduces overall completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is open and the estimated value is disclosed. The criteria for assessment are not detailed, which could be an area for improvement. However, there are no obvious signs of requirements tailored to specific companies, suggesting a reasonable level of fairness.

Missing evaluation criteria
Practicality65/100

The tender specifies a contract start date and duration, and financing is implied through the estimated value. However, the lack of information regarding e-submission and the URL for documents hinders practical access and submission for potential bidders.

No e-submission
Data Consistency90/100

Key fields like title, organization, reference, value, and dates are populated. The contract start date is logically after the submission deadline. No suspensions or disputes are noted, contributing to good data consistency.

Sustainability40/100

The tender does not mention any specific requirements related to green procurement, social aspects, or innovation. It is also not indicated as EU funded. This lack of focus on sustainability is a significant omission.

Not green procurement
No social criteria

Strengths
