Tender Quality Score

This tender for vulnerable customer support is generally well-structured with clear objectives and scope, though it lacks specific evaluation criteria and details on submission methods.

Score Breakdown

Legal Compliance75/100

The tender adheres to general regulatory compliance with a clear CPV code and a defined procedure. Deadlines are provided, though the contract start date coinciding with the submission deadline is a potential issue. No disputes are noted. The 'restricted' type and 'competitive flexible procedure' suggest a structured but potentially less open process.

Contract start date coincides with submission deadline.
Clarity80/100

The description of the programme's aims and scope is clear and detailed, outlining specific activities and target beneficiaries. The AI-extracted requirements are also well-defined, providing a good understanding of expected capabilities.

Completeness70/100

Most basic information is present, including estimated value, duration, and CPV code. However, the absence of content for the tender documents and the lack of specified evaluation criteria represent significant gaps.

No content available for tender documents.
Evaluation criteria are not specified.
Fairness85/100

The tender discloses the estimated value and uses objective criteria in its requirements, such as technical capabilities and experience. The 'restricted' procedure might limit the number of bidders, but the requirements themselves do not appear tailored to specific companies. Full document access is implied but not explicitly confirmed.

Practicality65/100

The tender specifies an estimated value, contract duration, and start date. However, it lacks information regarding e-submission methods and financing details, which are crucial for practical participation. The contract start date being the same as the submission deadline is impractical.

No explicit mention of e-submission method.
Financing information is not provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. There are no reported disputes or suspensions. The dates provided are logical, with the exception of the contract start date aligning with the submission deadline.

Contract start date coincides with submission deadline.
Sustainability50/100

While the tender focuses on supporting vulnerable customers and energy efficiency, there are no explicit mentions of green procurement, social aspects beyond the core service, or innovation as defined by typical sustainability criteria. It is not indicated as EU funded.

No explicit green procurement criteria.
No explicit social criteria beyond core service.
