Tender Quality Score

This is a market engagement notice for demolition and enabling works, not a formal tender. It provides a clear overview of the intended scope and purpose, but lacks specific details on evaluation criteria and submission procedures for the engagement itself.

Score Breakdown

Legal Compliance75/100

The notice is framed as market engagement under specific sections of the Procurement Act 2023, indicating a procedural intent. However, as it's not a call for competition, formal legal compliance aspects like deadlines for submission of tenders and clear CPV codes for a specific procurement are not fully applicable. The provided deadline for engagement is reasonable.

Clarity80/100

The description of the intended works is clear, outlining the indicative scope with specific examples. The purpose of the engagement (to inform future procurement) is well-articulated. However, specific criteria for participation in this market engagement or how feedback will be used are not detailed.

Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration is present. The CPV code is provided. However, details regarding the submission process for this market engagement, specific documents required for participation, and the reveal date for further information are missing.

Missing reveal date
No evaluation criteria specified for the engagement
Fairness85/100

The notice explicitly states it is not a call for competition and participation will not be a condition for future tenders, promoting fairness. The estimated value is disclosed. Requirements are general at this stage, not tailored to specific companies. Access to full documentation for the engagement itself is not detailed.

Practicality65/100

The notice indicates a market engagement, not a formal e-submission process for a tender. While a submission deadline is given, the method of engagement submission is not specified. Financing information and contract start date are provided for the potential future procurement.

No e-submission specified for the engagement
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated logically. There are no indications of suspension or disputes. The dates provided are consistent with a planning stage.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided text. This suggests a lack of focus on these areas in the current engagement notice.

Not green procurement
No social criteria

Strengths

Clear purpose as market engagement
Well-defined indicative scope of works
Disclosure of estimated value
