Original Tender Description

Lewisham Council (the Council) invites you to participate within this Procurement Process and invites you to submit a Tender for the provision of an Mechanical repairs, maintenance and minor improvement works contract on the terms and conditions set out in this Invitation to Tender (ITT), Specification and the Draft Mechanical Repair, Maintenance and Minor Works Services Contract. The words and expressions contained in this ITT have the same meaning that is given to them in the Conditions of Contract and the Service Specification. The Conditions of Contract to be used will be the Council's Conditions of Contract, a copy of which is included in the tender pack. The Contract will be between the successful Tenderer and the Council for the period of three years with an option to extend for a further two years. This Contract will be procured through a competitive flexible procedure, consisting of two stages, in accordance with the Procurement Act 2023. The first stage requires all interested organisations to complete and submit the Procurement Specific Questionnaire (PSQ), this includes questions on the tenderer's legal, financial and technical capability. The five highest scoring suppliers will be shortlisted and invited to participate in the next stage of the procurement process. The selected Suppliers following the PSQ stage who meet the conditions of participation and who are the highest ranked will be invited to submit a full tender. Progression to Stage 2 confirms eligibility to tender and does not guarantee contract award.

Tender Quality Score

This tender for Mechanical Repair, Maintenance and Minor Works Services is generally well-structured with clear objectives and a defined two-stage process. However, it lacks specific details on evaluation criteria and document content, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to a competitive flexible procedure as per the Procurement Act 2023, indicating regulatory compliance. The CPV code is provided, and there are no immediate flags for disputes. Deadlines appear reasonable given the two-stage process, though the submission deadline for the initial PSQ could be tighter.

Clarity80/100

The description of the service and the two-stage procurement process is clear. The role of the PSQ and the shortlisting mechanism are well-explained. However, the absence of specific evaluation criteria for both stages leaves some ambiguity.

No evaluation criteria specified
Completeness70/100

Basic information such as title, organization, estimated value, and contract duration is present. The two-stage process is outlined. However, the lack of content for the tender documents and the absence of specific details on technical and financial requirements (beyond them being in the PSQ) reduce completeness.

No document content available
Fairness85/100

The competitive flexible procedure with a shortlisting mechanism based on scoring the PSQ promotes fairness. The estimated value is disclosed. The process appears objective, with no obvious tailoring to specific companies. The use of e-procurement is implied by the nature of such tenders.

Practicality65/100

The tender specifies a contract start date and duration. However, the lack of information on e-submission mechanisms and the absence of document URLs for the PSQ or other initial documents hinder immediate practical engagement.

No e-submission
Document URL missing for initial submission
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The timeline for the contract start and duration is consistent.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided tender details, which is a missed opportunity for a modern procurement process.

Not green procurement
No social criteria

Strengths

Clear two-stage procurement process outlined
Well-defined service description and CPV code
Estimated value and contract duration disclosed

Concerns

Missing specific evaluation criteria
No content available for tender documents
Lack of explicit e-submission details

Recommendations

1. Provide specific evaluation criteria for both stages of the procurement.
2. Make the content of the initial tender documents (e.g., PSQ) readily accessible.
3. Clarify the e-submission process for the PSQ.
