Tender Quality Score

This is a preliminary market engagement notice seeking information for a future procurement of Microsoft Cloud Service Provider and Support. The notice is generally well-structured but lacks specific procurement details and evaluation criteria at this planning stage.

Score Breakdown

Legal Compliance75/100

The tender is in a planning stage, so some legal compliance aspects are not fully applicable yet. The provided CPV code is appropriate. Deadlines for response are not explicitly stated as extremely short for a market engagement, but the submission deadline for the notice itself is noted as short in the checks. No disputes are reported. Regulatory compliance is assumed based on the organization.

Clarity80/100

The description clearly outlines the need for a Cloud Solutions Provider and Cloud Operations Support for Azure tenants. The AI-extracted requirements for technical capabilities are specific. However, crucial elements like evaluation criteria and detailed mandatory/eligibility requirements are missing, which is expected at this preliminary stage but impacts clarity for a full tender.

Completeness70/100

Basic information like title, organization, estimated value, and contract duration/start are present. However, the AI-extracted requirements show that significant details (mandatory exclusion grounds, eligibility, financial requirements) are not listed, which is typical for a market engagement but means the documentation is not complete for a full procurement. No document content is available for review, only links to an external portal.

No document content available
Fairness85/100

The process appears fair for a preliminary market engagement, as it's designed to gather information from the market. Access is provided through an e-sourcing portal. No specific company is favoured. The criteria for responding are based on market insight gathering, not pre-qualification, which promotes broad participation.

Practicality65/100

The tender requires responses through the Delta eSourcing portal, which is a standard e-submission method. The contract start date and duration are specified. Financing information is not detailed, which is acceptable for a planning notice. The primary practicality concern is the lack of direct document access or a clear path to obtain them without navigating an external portal.

No e-submission (direct document access)
Data Consistency90/100

Key fields such as title, reference, organization, value, duration, and start dates are consistently populated. There are no reported disputes or suspensions. The dates provided appear logically sequenced for a planning notice.

Sustainability50/100

There is no mention of green procurement, social aspects, or innovation. The tender is not explicitly stated as EU funded. This is a common omission in preliminary market engagement notices but is a missed opportunity for driving sustainable practices from the outset.

Not green procurement
No social criteria

Strengths

Clear identification of organizational need (CSP & Support for Azure)
Detailed estimated value and contract duration
Use of e-sourcing portal for submission and information access
Appropriate CPV code provided

Concerns

Lack of specific evaluation criteria for the future procurement
No direct access to tender documents, requiring navigation to an external portal
Limited visibility on sustainability and innovation aspects
Short submission deadline for the market engagement notice

Recommendations

1. When publishing the full tender, include detailed evaluation criteria.
2. Ensure future tender documents are directly accessible or provide clear, persistent links.
3. Consider integrating sustainability and innovation goals into the full tender requirements.
