Tender Quality Score

This tender for a Crisis and Resilience Fund dispersal system is generally well-structured, with clear objectives and a defined budget. However, it lacks specific evaluation criteria and details on the submission process, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement principles, including a clear CPV code and a stated procedure (though the code is missing). Deadlines are provided, but the submission deadline might be considered short given the complexity of the requirements. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Submission deadline may be too short.
Clarity80/100

The description of the required system is clear, outlining the need for cash, voucher, and ATM payment solutions, with a strong emphasis on fraud prevention. The eligibility and technical requirements are well-defined based on the description. However, the absence of explicit evaluation criteria leaves some ambiguity on how bids will be assessed.

Missing evaluation criteria.
Completeness70/100

Most basic information is present, including title, reference, organization, description, estimated value, and contract duration. The submission deadline and contract start date are specified. However, the lack of accessible tender documents with content or summaries is a significant omission, hindering a full assessment of completeness.

No document content available.
Fairness85/100

The tender discloses the estimated value and provides access to the full description. The criteria, while not explicitly listed for evaluation, seem to be based on functional requirements rather than favouring specific companies. The use of e-procurement is implied but not explicitly stated as mandatory. The deadline is reasonable for a planned tender.

Practicality65/100

The tender specifies a contract start date and duration, and provides an indicative budget. However, it does not explicitly mention e-submission, nor does it provide a direct URL for documents. Financing information is not detailed beyond the budget estimate. The lack of explicit e-submission guidance reduces practicality.

No e-submission specified.
No document URL provided.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. There are no reported suspensions or disputes. The dates provided (contract start and submission deadline) are logically ordered. The estimated annual budget aligns with the total potential value over three years.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU-funded. This lack of emphasis on sustainability aspects results in a lower score in this category.

Not green procurement.
No social criteria mentioned.

Strengths

Clear description of functional requirements.
Defined estimated value and contract duration.
Specific CPV code provided.
Focus on fraud prevention is well-articulated.

Concerns

Missing evaluation criteria.
No accessible tender documents with content.
Lack of explicit e-submission details.
Potential for a short submission deadline.

Recommendations

1. Publish detailed evaluation criteria to ensure transparency.
2. Provide direct links to all tender documents with their content.
3. Clarify the e-submission process and platform.
