Tender Quality Score

This tender for carbon reporting services is generally well-structured with clear technical requirements, but lacks transparency in financial details and evaluation criteria, and has a short submission window.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by specifying a CPV code and an open competition procedure. However, the absence of a reveal date for the evaluation criteria and the potentially short submission deadline raise minor concerns regarding procedural clarity and fairness. The prohibition of direct contact with council members is a standard and appropriate measure.

Missing reveal date for evaluation criteria
Potentially short submission deadline
Clarity80/100

The description of services required is detailed and specific, outlining the scope of the carbon report, including asset analysis, vehicle fleet, maintenance operations, event sustainability, and training. The requirement for individual costing of each element enhances clarity for bidders. However, the lack of explicitly stated evaluation criteria leaves some ambiguity on how tenders will be assessed beyond 'best value for money'.

No evaluation criteria specified
Completeness70/100

Most essential information is present, including the title, reference, organization, description of services, contract duration, and start date. However, the estimated value is not disclosed, which is a significant omission for a tender. While documents are mentioned as available, their content is not accessible, impacting completeness.

Estimated value not disclosed
No document content available
Fairness85/100

The tender is an open competition, which promotes fairness. The requirements are clearly defined and do not appear to be tailored to specific companies. The prohibition of direct contact with council staff is a good practice. However, the lack of disclosed evaluation criteria and the undisclosed estimated value could be perceived as reducing transparency.

Value not disclosed
Missing evaluation criteria
Practicality65/100

The tender specifies a contract duration and start date, and the services are clearly outlined. However, the absence of information regarding e-submission and the lack of accessible document content hinder practical assessment and preparation for potential bidders. Financing information is also not specified.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, CPV code, and deadlines are populated. The dates provided (submission deadline and contract start) are logical and do not indicate any immediate inconsistencies. There are no reported disputes or suspensions.

Sustainability50/100

While the tender's subject matter is carbon reporting, which inherently relates to sustainability, there are no explicit requirements for green procurement, social aspects, or innovation within the tender documentation itself. The focus is on the service delivery rather than the sustainability practices of the bidders or the project's broader impact.

Not green procurement
No social criteria
