Tender Quality Score

This tender for catering services demonstrates good practicality and clear service description, but suffers from significant gaps in clarity regarding evaluation criteria and a complete lack of sustainability considerations.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV code correctly, and the submission period is reasonable. However, the absence of a clear reveal date, missing 'Liable Person' information, and the lack of detailed mandatory exclusion grounds in the summary are notable compliance gaps.

Missing reveal date
Missing 'Liable Person'
Clarity60/100

The description of services, locations, and contract duration is very clear. However, the critical absence of specified evaluation criteria and the reliance on external documents (PSQ Document) for detailed requirements significantly reduce the overall clarity of the tender notice itself.

No evaluation criteria specified
Detailed requirements not fully summarized, pointing to external documents
Completeness70/100

Basic information, financial details, timeline, and location data are well-provided. However, the tender lacks completeness in critical areas such as specified evaluation criteria and detailed requirements within the provided summary, which are deferred to an external PSQ Document.

No evaluation criteria specified
Detailed requirements deferred to external documents
Fairness65/100

Document access via the eSourcing portal and the reasonable preparation time contribute positively to fairness. However, the complete absence of specified evaluation criteria significantly undermines transparency and objectivity, raising concerns about the fairness of the assessment process. The 'Value Classified: Yes' alongside a disclosed value is contradictory.

No evaluation criteria specified
Contradiction in 'Value Classified' status
Practicality90/100

The tender scores highly on practicality, offering electronic submission, clear URLs for information and response, and well-defined contract start and duration. This facilitates easy access and participation for potential bidders.

Data Consistency75/100

Most data fields are consistent, with no disputes or suspensions. However, the missing 'Liable Person', the contradiction between 'Value Classified: Yes' and the disclosed estimated value, and the absence of a clear reveal date introduce inconsistencies.

Missing 'Liable Person'
Contradiction in 'Value Classified' status
Sustainability20/100

The tender completely lacks any mention of green procurement, social aspects, or innovation focus. This indicates a significant oversight in integrating modern sustainability considerations into the procurement process.

No green procurement criteria
No social criteria
