Tender Quality Score

This tender for tech staff augmentation is generally well-structured, with clear objectives and a defined scope. However, it lacks specific evaluation criteria and details on document content, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal compliance by providing a reference number, organization, CPV code, and a clear procedure type. The deadline is specified, and the estimated value is disclosed. There are no immediate red flags regarding disputes or regulatory non-compliance based on the provided information. The 'Competitive flexible procedure' is a recognized type. The deadline is set for June 19, 2026, which is a reasonable period from the date of the tender (March 3, 2026).

Clarity80/100

The description of the requirement for tech staff augmentation is clear, outlining the need for external expertise to complement internal teams and the expected areas of specialization. The framework structure (closed, 4-6 suppliers, 2+2+2 basis) is also clearly stated. However, the absence of specific evaluation criteria makes it unclear how proposals will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration is present. The CPV code is provided. However, the crucial aspect of 'Tender Documents' shows 'Documents with content/summaries: 0', indicating a significant lack of detail for potential bidders to fully understand the requirements and prepare their submissions. The AI-extracted requirements are also limited, suggesting that the full tender documentation is not accessible or detailed.

No document content available
Fairness85/100

The tender appears fair by disclosing the estimated value and the number of suppliers to be appointed. The requirements for qualified and experienced professionals are objective. The procedure type (Competitive flexible procedure) suggests a competitive process. The lack of specific evaluation criteria is a minor concern for fairness, but the overall structure does not indicate tailored requirements for specific companies.

Practicality65/100

The tender specifies a submission deadline and contract duration. However, the lack of information regarding e-submission and the absence of document content make it difficult to assess the practicality of the submission process. The contract start date is listed as the same as the submission deadline, which is illogical and likely an error. Financing information is not provided.

No e-submission mentioned
Contract start date is the same as submission deadline (illogical)
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. There are no reported disputes or suspensions. The dates provided are logical in terms of sequence, except for the contract start date coinciding with the submission deadline, which is a significant inconsistency.

Contract start date coincides with submission deadline
Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria.

No green procurement mentioned
No social criteria mentioned

Strengths
