Original Tender Description

The Council currently receive a high number of short notice, short duration requests for transport which we have a statutory duty to deliver. For example, transport may be required immediately, within the same day or next day and the duration of the requirement may only be a single journey. To address the Council's statutory duty to fulfil urgent transport requests, a framework agreement is being established specifically for the provision of short notice transport services. Through this framework, the Council will appoint a number of qualified suppliers, creating a reliable pool of suppliers capable of responding swiftly to the Council's requirements. This arrangement enables the Council to offer short notice, short term transport contracts directly to approved suppliers via telephone, without the need for a further competitive procurement process. This approach ensures that transport can be organised and delivered within the tight timescales that such circumstances demand, maintaining compliance and service continuity. Most transport requirements under the framework will involve social care or home-to-school trips, but the framework will also cover the provision of any type of short-notice transport requirement (with the exception of ambulance/medical transport). It is anticipated that the tender will be made live and tender documents made available in June/July 2026. Suppliers interested in bidding for a place on the framework must register on the Council's e-tender portal EastMidsTenders via this link: https://www.eastmidstenders.org/ Additionally suppliers should note that in order to submit bids and be considered for a place on the framework, they must be registered on the Central Digital Platform (CDP). Suppliers are encouraged to register on the CDP at the earliest opportunity. Instructions on how to register on the CDP can be found via this link: https://www.gov.uk/government/publications/procurement-act-2023-short-guides/suppliers-how-to-register-your-organisation-and-first-administrator-on-find-a-tender-in-three-easy-steps-html

Tender Quality Score

This tender outlines a framework agreement for short notice transport services, with clear objectives and eligibility criteria. However, it lacks specific financial details and evaluation criteria, and the submission deadline might be tight.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and specifies a CPV code. While deadlines are mentioned, the 'planning' status and anticipated 'June/July 2026' for tender availability suggest the current date (March 2026) is for pre-tender information. The submission deadline of August 2026 seems reasonable given this context. No disputes are noted. Regulatory compliance is implied by the mention of statutory duties.

Clarity80/100

The description of the need for short notice transport and the purpose of the framework agreement is clear. Requirements for supplier registration on specific platforms are well-defined. However, the absence of specified evaluation criteria impacts overall clarity for bidders.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, and CPV code is present. Contract duration and start date are specified. However, the estimated value is not disclosed, and the content of tender documents is not available, which limits completeness.

Estimated Value: Not disclosed
No document content available
Fairness85/100

The tender is an open procedure, allowing broad access. Registration on the Council's e-tender portal and the Central Digital Platform is required, which is standard for e-procurement. The criteria for eligibility are objective. The lack of disclosed value is a minor concern for fairness.

Estimated Value: Not disclosed
Practicality65/100

E-submission via EastMidsTenders is indicated. Registration on the CDP is a prerequisite. The contract start date is clear. However, financing information is not provided, and the submission deadline, while specified, might be perceived as short given the anticipated tender release date.

No financing information provided
Submission Deadline: May be too short relative to tender release
Data Consistency90/100

Key fields like title, reference, organization, CPV, and dates are populated. The status is 'planning', and there are no noted suspensions or disputes, indicating good data consistency.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender information. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria
