Tender Quality Score

This tender presents a clear project scope for climate adaptation works but suffers from significant deficiencies in transparency, completeness, and data consistency, particularly regarding evaluation criteria and timelines.

Score Breakdown

Legal Compliance75/100

The tender defines the procedure type and CPV codes appropriately. However, the absence of a reveal date and explicit mandatory exclusion grounds in the provided text are notable disclosure issues. The restriction to UK suppliers, SMEs, and VCSEs for a below-threshold tender is likely compliant with national regulations but limits competition.

Missing reveal date
Mandatory exclusion grounds not explicitly stated in provided text
Clarity60/100

The project description and scope of works are clear and understandable. However, the critical absence of specified evaluation criteria significantly hinders clarity for potential bidders. Financial requirements are also not explicitly stated in the AI summary.

No evaluation criteria specified
Financial requirements not explicitly stated in provided text
Completeness65/100

Basic information such as title, reference, organization, value, deadlines, and duration are provided. However, the tender is incomplete due to the critical omission of explicit evaluation criteria and detailed financial requirements. The nature of the provided documents also suggests a lack of comprehensive tender documentation.

Missing evaluation criteria
Financial requirements not explicitly stated in provided text
Fairness55/100

Fairness is significantly compromised by the complete absence of evaluation criteria, which prevents objective and transparent assessment of bids. The lack of e-submission also creates barriers to equal access. While the restrictive eligibility criteria (UK supplier, SME, VCSE) may be permissible for below-threshold procurement, they limit competition and market access.

No evaluation criteria specified
No e-submission support
Practicality60/100

The tender's practicality is severely impacted by the lack of electronic submission, which is a standard expectation in modern procurement. While contract start date and duration are clear, the absence of e-submission creates an unnecessary hurdle for bidders.

No electronic submission supported
Data Consistency50/100

A major inconsistency exists between the stated contract duration (6 months, ending October 2026) and the planned construction timeline (November 2026 - January 2027), indicating a significant scheduling conflict. Additionally, several key fields like 'Liable Person' and specific procedure codes are unpopulated.

Inconsistency between contract duration and construction timeline
Several key fields unpopulated (e.g., Liable Person, Type Code, Procedure Code)
Sustainability50/100

While the project's core purpose is climate adaptation, the tender documentation itself does not explicitly incorporate green procurement criteria, social aspects (beyond VCSE eligibility), or an innovation focus in its requirements or evaluation. The VCSE eligibility is a positive but limited social consideration.

No explicit green procurement criteria
Limited social criteria (beyond VCSE eligibility)

Strengths

Clear project description and scope of works
Key basic information (title, reference, organization, value, deadlines, duration) provided
CPV code and location details are well-defined
Project addresses critical climate adaptation needs

Concerns

Critical absence of evaluation criteria
Significant data inconsistency regarding contract duration and construction timeline
Lack of electronic submission support
Restrictive eligibility criteria limiting competition
Missing reveal date and incomplete requirements in provided text

Recommendations

1. Immediately publish detailed evaluation criteria to ensure transparency and fairness.
2. Clarify and correct the contract duration to align with the project's construction timeline.
3. Implement electronic submission for improved practicality, accessibility, and efficiency.
