Original Tender Description

The Countess of Chester Hospital NHS Foundation Trust wishes to establish a Framework Agreement under The Health Care Services (Provider Selection Regime) Regulations 2023 and The Health Services (Provider Selection Regime) (Wales) Regulations 2025 "Relevant Authority" is defined in section 12ZB(7) of the National Health Service Act 2006 and in section 10A(9) of the National Health Service (Wales) Act 2006. It means a combined authority, an integrated care board, a local authority in England, NHS England, an NHS foundation trust or an NHS trust established under section 25 of the National Health Service Act 2006, a county council or county borough council in Wales, a local health board established under section 11 of the National Health Service (Wales) Act 2006, a National Health Service trust established under section 18 of the National Health Service (Wales) Act 2006, or a special health authority established under section 22 of the National Health Service (Wales) Act 2006. For the avoidance of doubt, any successor bodies of any of the above entities shall be entitled to place Orders and shall be deemed Relevant Authorities for the purposes of this Framework. Demand for autism and ADHD assessment and diagnosis services has increased significantly in recent years, with waiting lists in some areas now years long. In order to address this backlog, many NHS organisations are outsourcing portions of this service to increase capacity, either on a short- or long-term basis. This Framework Agreement will provide a quick and compliant route to contract for these services. The overall aim of the Framework Agreement is to provide an assessment and diagnosis service for autism, ADHD and/or combined autism and ADHD for both adult and paediatric patients. For patients on the ADHD or combined pathway this may also include medication prescribing, titration and review. This notice concerns the opening of the Framework opportunity for applications from new potential Providers. Previously appointed Providers are NOT obliged to re-apply. The term of the framework agreement will be 3 years. For reference, the tender notice advertising the original establishment of this Framework was 2025/S 000-000499 published 8th January 2025.

Tender Quality Score

This tender for a framework agreement on Autism and ADHD assessment services is generally well-structured, with clear objectives and financial information. However, it lacks specific evaluation criteria and details on the nature of e-submission beyond a general mention.

Score Breakdown

Legal Compliance75/100

The tender operates under relevant UK and Welsh health regulations, indicating a sound legal basis. The CPV code is appropriate, and no disputes are indicated. The deadline is reasonable for an open procedure. The mention of specific UK legislation is a positive indicator of regulatory compliance.

Clarity80/100

The description of services and the objective of the framework are clear. Eligibility requirements are reasonably defined. However, the absence of specified evaluation criteria introduces ambiguity regarding how applications will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as title, reference, organization, estimated value, duration, and CPV code are present. The description is detailed. However, the lack of content for attached documents and missing reveal date impacts completeness.

No document content available
Missing reveal date
Fairness85/100

The tender is an open procedure, allowing new providers to apply, which promotes fairness. The estimated value is disclosed. While specific evaluation criteria are missing, the general nature of the requirements does not appear to be tailored to specific companies. Access to documents is implied through the tender platform, but specific access details are not provided.

Practicality65/100

The tender is identified as 'E-Procurement,' suggesting electronic submission. However, the 'CHECKS' section flags 'No e-submission,' creating a contradiction. The contract start date is not specified, and financing information is absent. The duration is clearly stated.

No e-submission (contradicts 'E-Procurement' characteristic)
Contract start date not specified
Data Consistency90/100

Most key fields are populated logically, including title, reference, organization, value, and duration. The dates provided are consistent within the context of the tender publication and deadline. No suspension or disputes are reported, ensuring data integrity.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding within the provided tender information. This suggests these areas are not a significant focus.
