Tender Quality Score

This is a clear advance notification for an upcoming tender, providing essential preliminary information and timelines. However, the absence of e-submission and sustainability criteria are notable drawbacks.

Score Breakdown

Legal Compliance75/100

The tender, as an advance notification, clearly defines the procedure type and CPV codes, and there are no reported disputes. The estimated timeline for tender release and submission appears reasonable for a below-threshold open competition. Full legal compliance can only be thoroughly assessed upon the release of the complete tender documents.

Clarity80/100

The description is clear and unambiguous, effectively communicating the purpose, duration, and estimated value of the upcoming tender. Key evaluation criteria weighting (60% quality / 40% price) is specified, which is a strong point for an advance notice. AI-extracted requirements are clear at a high level.

Completeness70/100

The advance notification provides all basic information, including title, reference, organization, estimated value, duration, and key dates. While detailed requirements and criteria are naturally absent at this 'planning' stage, it is complete for its purpose as an advance notice.

Fairness65/100

The tender discloses its estimated value and the requirements appear generic, not tailored to a specific company. The advance notice itself promotes broader participation, including for SMEs. However, the lack of e-submission is a significant concern for equal access and fairness in modern procurement.

No e-submission capability
Practicality60/100

The contract start date and duration are clearly specified, which is practical for planning. However, the absence of electronic submission is a major practical deficiency, potentially increasing administrative burden for bidders. A direct document URL is also not explicitly provided.

No e-submission capability
No direct document URL provided
Data Consistency90/100

All provided key fields are populated (except 'Liable Person'), and the dates for tender release, submission, award, and contract start are logical and consistent with each other. There are no reported suspensions or disputes.

Sustainability20/100

The tender documentation, as an advance notice, does not include any mention of green procurement, social aspects, or innovation focus. This indicates a significant missed opportunity to integrate modern sustainability principles into the procurement process.

No green procurement criteria
No social criteria

Strengths

Clear advance notification with key timelines and estimated value.
Well-defined procedure type and CPV code.
Evaluation criteria weighting (quality/price) is disclosed.
High data consistency across all provided information.
Requirements appear generic and suitable for SMEs.

Concerns

Lack of e-submission capability for the upcoming tender.
Complete absence of sustainability, social, or innovation criteria.
Detailed tender documents and specific requirements are not yet available (inherent to an advance notice).
No direct URL for tender documents provided.
The 'Liable Person' field is empty.

Recommendations

1. Implement e-submission for the full tender to enhance fairness and practicality for all bidders.
2. Integrate clear sustainability, social, and innovation criteria into the full tender documents.
3. Provide a direct URL to the tender portal or documents upon the full tender release.
