Original Tender Description

NHS Greater Glasgow & Clyde Health Board (hereafter referred to as ‘The Board’) routinely procure a wide range of building materials required to support ongoing maintenance and repair activities across NHSGGC sites. The Tenderer(s) shall be required to supply building materials, key goods include routine maintenance materials, planned project materials, and items required for unplanned or urgent works. The chosen procurement approach is an open process that will establish a ranked framework, with a mini‑competition threshold set at GBP3500. This threshold was informed by a Pareto analysis, which showed that most spend with current building‑material suppliers falls within GBP3500 range. For orders up to GBP3500, Direct Call‑Offs may be placed with the awarded supplier. For orders above GBP3500, a mini‑competition will be carried out among all framework suppliers to ensure best value.

Tender Quality Score

This tender is generally well-structured with clear objectives, but lacks detailed evaluation criteria and full document access. The open procedure and mini-competition approach are positive for fairness.

Score Breakdown

Legal Compliance75/100

The tender adheres to general legal requirements, including a clear CPV code and an open procedure. The provided timeline appears reasonable within the context of an open procedure. No specific legal disputes are flagged. The mention of 'E-Procurement' suggests adherence to digital procurement regulations.

Clarity80/100

The description of the required building materials is clear, outlining the scope for routine, planned, and unplanned works. The procurement approach, including the framework and mini-competition, is explained. However, the absence of specified evaluation criteria means the basis for award is not transparent.

No evaluation criteria specified
Completeness70/100

Key information such as the title, reference, organization, estimated value, and contract duration is present. However, the 'Tender Documents' section indicates zero documents with content available, which significantly impacts completeness and bidder preparedness. The AI-extracted requirements are largely descriptive rather than fully detailed contractual obligations.

No document content available
Fairness85/100

The open procedure and the use of a ranked framework with mini-competitions for larger orders promote fairness and competition. The value is disclosed, and the criteria for mini-competitions are hinted at ('ensure best value'). The mention of 'E-Procurement' also points towards fair digital access.

Practicality65/100

The tender specifies an 'E-Procurement' characteristic, which is a positive for practical submission. The contract duration is provided. However, the lack of readily available tender document content and the absence of a specified contract start date hinder practical preparation for potential bidders.

No document content available
No contract start date specified
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The logical flow between the contract duration and the submission deadline seems appropriate.

Sustainability50/100

The tender description does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of emphasis on sustainability considerations within this procurement.

Not green procurement
No social criteria

Strengths

Clear open procedure and framework approach
Well-defined CPV and estimated value
E-Procurement noted

Concerns

Critical lack of accessible tender documentation
Absence of explicit evaluation criteria
Limited sustainability considerations

Recommendations

1. Provide full access to all tender documents with detailed content.
2. Clearly specify the evaluation criteria for both framework award and mini-competitions.
3. Consider integrating sustainability criteria into the tender.
