Original Tender Description

The London Borough of Havering receives a funding allocation through the Local Implementation Plan from Transport for London (or internally through other Council processes), which aim to deliver the Mayor of London’s Transport Strategy. The Borough allocates some of this funding for the provision of free cycle training to children and adults that either live, study, or work, in Havering. The Council seeks the services of a Bikeability accredited provider to deliver Cycle Training services for Adults and Children who live, work, or study, in the borough. The contract will commence on 1st July 2026 for a maximum period of 33 months, to terminate on 31st March 2029 or until the maximum funding of £600,000 is exhausted, whichever is earliest. Please Note: Funding to deliver the requirements detailed in the specification may increase significantly in the financial years covered under the contract if additional in-year funding is provided by external funders (such as Transport for London).

This tender for cycle training services is generally well-structured, with clear objectives and eligibility criteria. However, it lacks specific technical requirements and detailed evaluation criteria, and the submission process is not fully detailed.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and provides a CPV code. Deadlines are specified, though the submission deadline might be considered tight given the complexity of potential bids. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description of services and target audience is clear. The requirement for Bikeability accreditation is specific. However, the absence of detailed technical capability requirements and evaluation criteria leaves some ambiguity.

Missing evaluation criteria
Completeness70/100

Basic information such as title, organization, estimated value, and duration is present. The contract start date and duration are specified. However, the tender documents are not available with content, and specific submission requirements are not detailed.

No document content available
No specific submission requirements listed
Fairness85/100

The tender is open, and the value is disclosed. The primary eligibility criterion (Bikeability accreditation) is objective. The process appears fair, with no obvious tailoring to specific companies. However, the lack of detailed evaluation criteria could be a concern for bidders.

Practicality65/100

The contract start date and duration are clear. Financing information is partially provided with an estimated value and potential for increase. However, the lack of explicit mention of e-submission and a direct URL for documents hinders practicality.

No e-submission mentioned
Document URL not provided
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. There are no reported disputes or suspensions. The dates provided are logical. A minor inconsistency exists between the estimated value and the maximum funding mentioned in the description, but this is noted.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, or innovation. It is not indicated as EU funded. This suggests a limited focus on sustainability criteria.

Not green procurement
No social criteria
