Original Tender Description

The Authority requires a Surface Finish (SF) capability to support Air Systems in the Project URD. This capability is essential to ensure the continued airworthiness of these Air Systems, as mandated by the relevant Platform Engineering Authorities. Additionally, the Authority requires an SF capability for Mechanical Transport (MT) and Aircraft Ground Support Equipment (GSE) collectively called ASE to support corrosion control and visual signature management in line with current policies. The SF capability will also be required to deliver miscellaneous station support tasks, such as the production of signage and other station workshop outputs. This capability must be readily accessible to all RAF stations across the UK and to UK Strategic Command (UKStratCom) Permanent Joint Operating Bases (PJOBs) overseas.

Tender Quality Score

This tender is in the planning stage and outlines a requirement for surface finishing capabilities for the RAF. While generally well-structured with clear descriptions and specified durations, it lacks crucial details regarding financial value, evaluation criteria, and e-submission, impacting its completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender is in the planning stage, which inherently limits the assessment of strict legal compliance. However, the presence of a CPV code, a clear procedure type (competitive flexible procedure), and a specified contract duration are positive indicators. The deadline is set for 2027-03-03, which is a reasonable timeframe given the planning status. No disputes are noted.

Clarity80/100

The description of the required surface finishing capability is detailed and clearly outlines the scope, including support for air systems, mechanical transport, ground support equipment, and miscellaneous station tasks. The eligibility and technical capability requirements are also well-defined.

Completeness70/100

Key information such as the title, reference, organization, and contract duration are present. However, the estimated financial value is not disclosed and is marked as classified, which is a significant omission. The lack of available document content and specified evaluation criteria also detracts from completeness.

Estimated Value Not Disclosed
Value Classified
Fairness85/100

The tender appears to have objective criteria for eligibility and technical capabilities. The procedure type (competitive flexible procedure) suggests a fair process. However, the lack of disclosed financial value and the absence of specified evaluation criteria could potentially hinder fair competition, as bidders may not fully understand the weighting of different aspects. The planning status means e-procurement is not yet a requirement.

Value not disclosed
Missing evaluation criteria
Practicality65/100

The tender specifies a contract duration of 96 months and a contract start date. However, the absence of information regarding e-submission and the lack of available document content make it difficult for potential bidders to assess the practicalities of participation and preparation.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, CPV code, contract duration, and contract start date are populated logically. There are no reported disputes or suspensions, indicating good data consistency.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender information. This suggests a lack of focus on sustainability criteria.

Not green procurement
No social criteria

Strengths

Clear description of requirements
Specified contract duration and start date
Presence of CPV code and reference number
Planning stage allows for future refinement

Concerns

Estimated financial value not disclosed
Lack of specified evaluation criteria
No document content available for review

Recommendations

1. Disclose the estimated financial value or provide a clear rationale for its classification.
2. Specify the evaluation criteria to ensure transparency and fairness.
3. Make tender documents readily available for review.
