Tender Quality Score

This tender for dewatering services is generally well-structured with clear basic information and a reasonable estimated value. However, it lacks specific details on evaluation criteria and document content, impacting clarity and completeness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements, including a proper CPV code and no reported disputes. The procedure is identified as 'Below threshold - open competition', suggesting adherence to relevant regulations for this procurement type. Deadlines are present, though their reasonableness is a point of discussion under fairness.

Clarity80/100

The description of the dewatering services is adequately detailed, outlining the core tasks involved. However, critical requirements such as exclusion grounds, eligibility, financial, and submission requirements are only indicated as being 'in tender documents', which are not accessible or summarized here. This lack of immediate clarity on key criteria reduces the overall score.

Key requirements (exclusion, eligibility, financial, submission) are only referenced in tender documents.
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration/start date. The CPV code is provided. However, the crucial 'Tender Documents' section indicates 'Documents with content/summaries: 0', meaning essential details for bidders are not readily available. This significantly impacts the completeness of the information provided in this summary.

No content or summaries available for the 4 tender documents.
Fairness85/100

The tender is an open competition, which is a fair procedure. The estimated value is disclosed, and the deadline, while present, might be considered tight given the lack of readily available detailed documentation. There are no immediately apparent requirements tailored to specific companies, suggesting a good level of fairness. The absence of explicit e-procurement details is a minor drawback.

Submission deadline may be too short relative to the time needed to review unspecified tender documents.
Practicality65/100

The tender provides a contract start date and duration. Financing information is not explicitly detailed, and the lack of accessible tender documents hinders practical assessment of e-submission feasibility. The presence of a clear description and value is positive for practicality.

No explicit financing information provided.
E-submission process not clearly defined or confirmed.
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no reported disputes or suspensions. The contract start date and submission deadline are sequential and reasonable within a typical procurement cycle.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within this procurement.

No mention of green procurement.
No mention of social criteria.

Strengths

Clear title, reference, and organization.
Adequate description of services.
Estimated value and contract duration specified.
Proper CPV code provided.
Open competition procedure.

Concerns

Lack of accessible tender document content.
Missing explicit evaluation criteria.
Potential for a tight submission deadline.
No sustainability considerations mentioned.

Recommendations

1. Provide summaries or direct access to the content of the tender documents.
2. Specify evaluation criteria clearly within the tender notice or accessible documents.
3. Consider incorporating sustainability or innovation elements if applicable.
