Original Tender Description

Hele Bridge is a grade II listed masonry bridge, with three spans, constructed in the mid-19th century. It carries the A386 across the River Torridge between Hatherleigh and Meeth. Two of the three spans will be scaffolded to enable masonry and mortar repairs. Due to the working-in-water window, the work needs to be undertaken June-September 2026. River levels make it preferable to install the scaffold in early June and dismantle by the end of August. The works comprise vegetation removal, repointing, mortar repairs, refixing dislodged parapet stones, and stone replacement to voussoirs, spandrels, ashlar and cutwaters. The original building stone is lamprophyre, but the parapet has been replaced in sandstone, and the parapet copings are granite. A repair stone needs to be agreed with the Local Planning Authority as part of Listed Building Consent. The Contractor will propose a replacement to DCC as part of the tender response. The Client will obtain a Flood Risk Activity Permit with the Environment Agency, Listed Building Consent with the Local Planning Authority, and access agreements with relevant landowners. The Client will apply for and supply Temporary Traffic Regulation Orders and Notices to permit two-way traffic lights and speed restrictions for the duration of the works. The Contractor is responsible for traffic management and scaffolding.

Tender Quality Score

This tender for major refurbishments of Hele Bridge is generally well-structured with clear technical requirements, but lacks explicit evaluation criteria and details on e-submission, impacting its overall practicality and fairness.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with basic legal requirements for an open competition below the threshold. The CPV code is specified, and the procedure is identified. Deadlines are provided, though the submission deadline might be considered tight given the complexity. No disputes are indicated. The primary concern is the absence of explicitly stated evaluation criteria, which is a fundamental aspect of a transparent legal process.

Missing evaluation criteria
Clarity80/100

The description of the works is detailed and specific, outlining the scope of repairs, materials, and site conditions. Technical requirements are clearly articulated, including experience with listed buildings and specific repair techniques. The responsibilities of the contractor and client are well-defined.

Completeness70/100

Most essential information is present, including title, reference, organization, estimated value, contract duration, and start date. The description is comprehensive. However, the lack of available tender document content and the absence of explicit evaluation criteria reduce the completeness score.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is an open competition, which promotes fairness. The estimated value is disclosed, and the requirements, while specific to the technical nature of the bridge, do not appear to be tailored to a single company. The main drawback is the lack of transparency regarding how bids will be evaluated.

No evaluation criteria specified
Practicality65/100

The tender specifies a contract duration and start date, and the estimated value is clear. However, the absence of information regarding e-submission and the lack of accessible tender documents (URLs) significantly hinder practical application for potential bidders.

No e-submission
Document URL not provided
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated logically. There are no indications of suspension or disputes. The dates provided for the contract duration and start align with the project's described timeline.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation requirements. It is not indicated as EU funded. This suggests a lack of focus on sustainability criteria.
