Tender Quality Score

This tender for the Global Entrepreneurship Monitor (GEM) Adult Population Survey is generally well-structured, with clear requirements and a disclosed value. However, it lacks explicit evaluation criteria and details on sustainability aspects.

Score Breakdown

Legal Compliance75/100

The tender states the University of Warwick is not a contracting authority, which is a significant point regarding regulatory compliance. While it mentions voluntary advertising, the absence of explicit adherence to Public Contracts Regulations 2015 or Procurement Act 2023 could be a concern for some bidders. The CPV code is appropriate, and there are no reported disputes. The deadline is reasonable given the context.

University of Warwick is not a contracting authority, potentially impacting regulatory adherence.
Clarity80/100

The description of the service required is clear, outlining the need for an experienced provider for large-scale UK surveys using CATI and CAWI. Eligibility and technical requirements are well-defined. However, the absence of specified evaluation criteria leaves a gap in understanding how bids will be assessed.

No evaluation criteria specified.
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The submission deadline and contract start date are also provided. However, the lack of content for the tender documents and the absence of financial requirements for bidders reduce its completeness.

No document content available for review.
No specific financial requirements for bidders listed.
Fairness85/100

The tender is open, and the value is disclosed. The requirements are focused on proven capability and experience, which are objective. Access to full documents is facilitated through a provided URL. The use of an e-procurement system (In-tend) is positive for fairness.

Practicality65/100

The tender directs bidders to an e-procurement portal for document download and query submission, which is practical. The contract start date and duration are specified. However, the lack of explicit information on financing and the absence of a clear e-submission process (beyond query handling) could be improved.

No explicit e-submission process detailed.
No financing information provided.
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. The status is 'active', and there are no reported disputes or suspensions. The contract start date is after the submission deadline, which is consistent.

Sustainability50/100

There is no mention of green procurement, social aspects, or innovation within the tender documents. This indicates a lack of focus on sustainability criteria.

No green procurement criteria mentioned.
No social criteria mentioned.

Strengths

Clear description of required services and technical capabilities.
Disclosed estimated value and contract duration.
Use of an e-procurement system for document access and queries.

Concerns

Lack of specified evaluation criteria.
Absence of content for tender documents.
University's status as not a contracting authority may raise regulatory questions.

Recommendations

1. Include specific evaluation criteria in the tender documents.
2. Provide a summary or preview of the tender documents.
3. Clarify the implications of not being a contracting authority for potential bidders.
