Original Tender Description

Welsh Government is procuring Employability Support Programme services (“the Programme”) an initiative designed to support people in Wales to move closer to employment and into sustainable work. The Programme will deliver targeted, high-impact, person-centred employability support, ensuring that people regardless of their background can thrive in Wales’s evolving dynamic economy. The Programme directly aligns with the Welsh Government’s Stronger, fairer, greener Wales: a plan for employability and skills. The Programme will play a central role in delivering this strategic change and contributing to national milestones. A network of training providers will be required to deliver a specified employability support offer across the Regional Lots. This will replace the present system for funding employability support programmes in Wales. The tender is split into 4 Lots by geographical locations. Services will be targeted towards an Initial Cohort (16-24 year olds, NEET) and may be extended to Additional Cohorts (25+ short-term unemployed, 25+ long-term unemployed).

Tender Quality Score

This tender for employability support services is well-structured and clearly outlines the programme's strategic alignment and objectives, but lacks specific evaluation criteria and accessible documentation.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure requirements and specifies a CPV code. Deadlines are provided, though their reasonableness is debatable given the complexity. Compliance with the Procurement Act 2023 is stated. No disputes are noted. The lack of explicit detail on regulatory compliance is a minor weakness.

Clarity80/100

The description of the programme, its objectives, and target cohorts is generally clear and well-articulated, directly linking to government strategies. However, the absence of specified evaluation criteria leaves a key aspect of the process less clear for bidders.

Missing evaluation criteria specified
Completeness70/100

Essential information such as title, reference, organization, estimated value, duration, and contract start date is present. The CPV code is provided. However, the critical issue of zero accessible tender documents with content significantly impacts completeness.

No document content available
Fairness85/100

The tender is open, with a disclosed value. The use of multiple lots could be seen as promoting competition. The duration is substantial. While requirements are generally objective, the lack of disclosed evaluation criteria is a significant drawback for fairness.

Missing evaluation criteria specified
Practicality65/100

The tender specifies a contract start date and duration. Financing information is implicitly linked to the estimated value. However, the lack of clarity on e-submission (not explicitly stated as mandatory or not) and the complete absence of accessible documents hinder practical evaluation and submission.

No e-submission indicated
No document content available
Data Consistency90/100

Key fields like title, reference, organization, value, dates, and CPV code are consistently populated. The contract start date precedes the submission deadline, which is logical. No disputes or suspensions are indicated.

Sustainability50/100

The tender mentions 'greener Wales' in its strategic alignment, but there are no explicit green procurement criteria, social aspects, or innovation focus detailed within the provided text. It is also not indicated as EU funded.

Not green procurement
No social criteria
