Original Tender Description

This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Peterborough City Council has an ambition to establish a fully independent Lived Experience Recovery Organisation (LERO) in Peterborough to support people recovering from drug and alcohol use. A lived experience recovery organisation (LERO) is an organisation led by people with lived experience of drug and alcohol recovery. LEROs deliver a wide range of harm reduction interventions, peer support and recovery support services and they can help people to access and engage in treatment and other support services. The contract term is 1st July 2026 - 31st March 2029 with one option to extend by a further 12 months, to be taken at the sole discretion of the Authority.

Tender Quality Score

This tender for a Lived Experience Recovery Organisation (LERO) is generally well-structured, with clear objectives and a defined scope. However, it lacks specific evaluation criteria and details on document content, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender correctly identifies the applicable regulations (Health Care Services (Provider Selection Regime) Regulations 2023) and explicitly states that the Public Contracts Regulations 2015 do not apply. The CPV code is appropriate. Deadlines appear reasonable given the context. No disputes are noted.

Clarity80/100

The description of the LERO and its purpose is clear. The eligibility and technical capability requirements are well-defined. However, the absence of specified evaluation criteria leaves a gap in understanding how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. However, the lack of content for the tender documents means potential bidders cannot fully assess the scope and requirements without further inquiry.

No document content available
Fairness85/100

The tender is open, and the estimated value is disclosed. The requirements, particularly the 'led by people with lived experience' criterion, are specific to the nature of the service but do not appear to unfairly target specific companies. E-procurement is indicated.

Practicality65/100

The tender is marked as 'E-Procurement', suggesting electronic submission is possible. The contract start date and duration are specified. However, the 'No e-submission' flag in the checks contradicts the 'E-Procurement' characteristic, creating ambiguity. Financing information is not detailed.

Ambiguity regarding e-submission capability
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. The contract start and end dates are logical. No suspensions or disputes are noted, contributing to high data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common considerations in modern tenders. This suggests a moderate focus on these areas.

Not green procurement
No social criteria

Strengths

Concerns
