Original Tender Description

Bournemouth, Christchurch, and Poole (BCP) Council is inviting providers to a virtual Market Engagement Event on Thursday 16th April 2026, 10:00am–11:30am via Microsoft Teams. The purpose is to outline commissioning intentions for the upcoming Support, Connect & Thrive Service. This session is open to all providers interested in delivering support and community connection services across the BCP area, aimed at individuals at risk of loneliness, isolation, or developing long-term conditions. The service aims to prevent, reduce, or delay the development of long-term conditions and enhance outcomes by providing up to 12 weeks of 1:1 support and connecting individuals to local groups and services through a strengths-based, person-centred approach. The tender opportunity is anticipated to be published via Supplying the South West in Spring 2026. To register, contact Eliza Atyeo at eliza.atyeo@bcpcouncil.gov.uk by midday on Wednesday 15th April 2026, including full name, email, and organisation name. Participation does not affect future eligibility.

Tender Quality Score

This is a pre-tender market engagement notice for a support service. While generally clear and well-structured, it lacks specific details regarding evaluation criteria and financial requirements for the future tender.

Score Breakdown

Legal Compliance75/100

The notice is for market engagement, not a formal tender, which explains the absence of a formal procedure and detailed legal compliance elements. The CPV code is appropriate. Deadlines for event registration are clear. The status 'planning' indicates it's not a live procurement.

Clarity80/100

The description of the service and its objectives is clear and well-articulated. The target audience and desired outcomes are well-defined. The purpose of the market engagement event is explicitly stated.

Completeness70/100

Key information such as the title, organization, CPV code, and contract duration is present. However, specific financial requirements for the future tender and detailed evaluation criteria are missing, as expected for a market engagement notice. The estimated value of 1 EUR is symbolic for this stage.

Fairness85/100

The notice explicitly states that participation or non-participation in the market engagement event will not affect future eligibility, promoting fairness. It also clarifies that attendance confers no competitive advantage. The requirements are general and not tailored to specific companies.

Practicality65/100

The market engagement event is virtual (Microsoft Teams), which is practical. Registration is via email. However, details about the e-submission process for the future tender are not yet available, and financing information is absent, which is typical for this stage.

Data Consistency90/100

Key fields like title, organization, reference, and dates are populated logically. The contract start date is after the submission deadline for the market engagement event. There are no indications of suspension or disputes.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided text. The notice does not indicate if it is EU funded.

No explicit mention of green procurement
No explicit mention of social criteria
