Tender Quality Score

This tender for carbon reporting services is generally well-structured, with clear technical requirements and a defined scope. However, it lacks transparency in financial details and specific evaluation criteria, impacting overall fairness and completeness.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal requirements by specifying an open competition procedure and a CPV code. Deadlines are provided, though the submission deadline might be considered short given the scope. The prohibition of direct contact with council members is a standard procedural safeguard.

Clarity80/100

The description of services required is detailed and specific, outlining the various components of the carbon report. The breakdown of services into individual cost elements enhances clarity for bidders. The prohibition of external contact is also clearly stated.

Completeness70/100

Key information such as the contract duration and start date is present. However, the estimated value is not disclosed, which is a significant omission. While the description is detailed, the absence of explicit evaluation criteria and the lack of accessible tender documents (content/summaries) reduce completeness.

Estimated value not disclosed
No evaluation criteria specified
Fairness85/100

The tender is an open competition, promoting fairness. The requirements are objective and focused on the scope of work. The prohibition of direct contact with council staff ensures a level playing field. However, the undisclosed estimated value and lack of explicit evaluation criteria could be perceived as less transparent.

Estimated value not disclosed
No evaluation criteria specified
Practicality65/100

The tender specifies a contract duration and start date. However, it does not explicitly mention e-submission, and the availability of document URLs is not confirmed. Financing information is also absent, which could pose challenges for potential bidders.

No e-submission mentioned
Financing information not specified
Data Consistency90/100

Key fields such as title, reference, organization, and CPV code are populated. The dates provided for submission and contract start are logical. There are no indications of suspension or disputes. The structure of the tender is consistent.

Sustainability50/100

While the tender is for carbon reporting, which inherently relates to environmental sustainability, there are no explicit requirements for green procurement, social aspects, or innovation within the tender itself. The focus is on the service delivery rather than the sustainability practices of the bidders or the project's broader impact.

No explicit green procurement criteria
No explicit social criteria

Strengths
