Original Tender Description

Tower Hamlets council is committed to creating cohesive communities that are strong, fair and inclusive. We want Tower Hamlets to be a place where young people have equal access to opportunities to reach their potential and have a good quality of life. This programme will identify and support the most at risk 11 year olds, supporting their transition from primary to secondary school. With access to free, accessible, high quality and well publicised positive activities, the Service is committed to promoting healthy living and supporting young people to achieve their aspirations. The Contract for the supply of the Youth Service's Junior Transitions Programme, shall require the Contractor to provide young people, between the ages of 11 and 12 with a range of activities, including a full and varied programme across term time and holiday periods. This specification sets out the Youth Service's objectives in respect of the standards to which the contractor shall be expected to deliver during the Contract Period. The contract shall provide universal youth Transitions in the wards as specified in the contract. Programme structure to be centre-based and delivered in two parts: Term Time programme (38 weeks): a minimum of 4 hours per week over 38 weeks of after-school programmes. Holiday programme (10 weeks): delivered during school holidays. They will deliver 80 hours per year over summer and half term holidays. Providers must deliver services from a designated building, whether it's their own or leased, and this will be checked during the tender process. The initial contract duration is 2 years, with an option to extend for up to 2 years (1+1). The contract will run from 1st September 2026 to 31st August 2028, with the extension option until 31st August 2030.
