Original Tender Description

The project aims to transform the existing 850sqm canteen-style space into a modern, multipurpose campus lounge designed to support longer dwell times, agile working, and social interaction. The required building works include removing two existing serveries down to a single delivery point, undertaking small flooring replacements where necessary, and making only minor M&E adjustments such as rerouting power via ceiling drops or columns. The overall project budget is £500k inc. VAT. A hard deadline of 01/09 applies. Suppliers are expected to deliver a turnkey design and build solution, providing 2-3 high quality 3D visuals, detailed floor plans, and a fully itemised pricing schedule covering all works and replacement furniture. Designs should move the space away from a canteen aesthetic towards a business lounge feel, incorporating a mix of robust seating types and potentially reusing existing furniture where appropriate. No powered furniture, AV installation, CCTV, or major M&E upgrades are required; WiFi upgrades will be managed through IT separately. The back kitchen and Staff Common Room are out of scope. Proposals must also outline feasible timescales, risk mitigation measures, and sequencing that enables works to start on a live site from 15/06 while maintaining safe access and egress. All other information relating to Award Criteria, evaluation and the full specification etc. can be found within our tender pack for this procurement loaded on the In-Tend e tendering portal https://in-tendhost.co.uk/demontfort/aspx/Home

Tender Quality Score

This tender for a campus lounge fit-out is generally well-structured, with clear objectives and a defined scope. However, it relies heavily on an external tender pack for crucial details like evaluation criteria and full specifications, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, including a proper CPV code and an open competition procedure. Deadlines are provided, though their reasonableness is debatable given the scope. No disputes are indicated. The primary concern is the lack of explicit evaluation criteria within the main tender notice, pushing this to the external pack.

Missing evaluation criteria in the main notice
Clarity80/100

The description of the project is clear, outlining the desired transformation of the space, specific works, and exclusions. Requirements for a turnkey solution, visuals, and pricing are well-defined. The conditions for working on a live site are also specified.

Completeness70/100

Basic information such as title, reference, organization, estimated value, and deadlines are present. However, the absence of key details like award criteria, full specifications, and detailed financial evaluation criteria within the main notice, requiring access to an external tender pack, reduces overall completeness.

Key evaluation criteria and full specifications are only available in the external tender pack.
Fairness85/100

The tender is an open competition, promoting broad participation. The estimated value is disclosed, and criteria appear objective based on the description. The reliance on an e-tendering portal is standard. No specific company tailoring is evident.

Practicality65/100

The tender specifies a contract start date and duration. However, the primary method of submission and access to detailed documentation is via an external e-tendering portal, which may present a barrier if not easily accessible. Financing information is not detailed here. The hard deadline of 01/09 for completion is a significant practical constraint.

Reliance on external e-tendering portal for full documentation and submission.
Hard completion deadline of 01/09 requires careful planning.
Data Consistency90/100

Key fields such as title, reference, organization, value, and deadlines are populated. Dates are logical, with the contract start following the submission deadline. No suspensions or disputes are noted, indicating good internal consistency.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided tender information. This suggests a lack of focus on these areas within this specific notice.

No mention of green procurement, social aspects, or innovation.
