Original Tender Description

The Surrey Cluster consists of 3 Trust’s within Surrey, plus two further infant schools. This cluster comprises 28 primary schools in total, where this tender seeks one catering provider for all 28 schools. The contract term being tendered is for three years, 1st August 2026 – 31st July 2029. There is an option for a further extension period for up to two additional years to 31st July 2031. The successful tenderer will be required to provide excellent catering services to a total of 28 primary schools within 3 trusts and 2 infant schools in Surrey. Fresh ingredients prepared on site are required, with a flexible menu design. The schools are keen to secure one provider for all 28 schools to achieve financial and operational economies of scale. The schools are not obliged to accept the lowest price submitted for this tender, rather they are keen to secure ‘best value’ from this contract. This procurement will be run under the Competitive Flexible Procedure, a two stage approach. Stage 1: Procurement Specific Questionnaire (PSQ). Stage 2: Invitation To Tender (ITT). Evaluation of tender response will be set as 40% price and 60% quality. Value of contract: circa £2,300,000 per annum and £11,500,000 over the maximum 5 year contract term.

Tender Quality Score

This tender for catering services across 28 schools is generally well-structured, with clear descriptions and a competitive flexible procedure. However, it lacks explicit evaluation criteria and details on green/social aspects.

Score Breakdown

Legal Compliance75/100

The tender utilizes a competitive flexible procedure, which is a valid procurement method. The CPV code is appropriate. While deadlines are present, the submission deadline appears to be very close to the contract start date, which could be a concern for a complex tender. No disputes are noted. Regulatory compliance is assumed but not explicitly detailed.

Submission deadline is very close to contract start date.
Clarity80/100

The description of the services required, the scope of the cluster, and the expectations for the provider are clear. The requirements for fresh ingredients, flexible menus, and staff development are well-articulated. The two-stage process is also clearly outlined.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, duration, and CPV code. However, the 'Liable Person' field is empty, and crucial tender documents are not available or summarized, impacting the completeness of the information provided to potential bidders.

Liable Person field is empty.
No content or summaries for tender documents.
Fairness85/100

The tender is open and uses a competitive procedure, promoting fairness. The estimated value is disclosed, and the criteria for selection (40% price, 60% quality) are stated, indicating an objective approach. The requirement for a RIVA tender fee upon award could be a barrier for some smaller businesses, but is not inherently unfair if applied universally. The decision not to appoint is also a standard clause.

Practicality65/100

The tender specifies e-submission via the Delta eSourcing portal, which is practical. However, the contract start date is the same as the submission deadline, which is highly impractical for a tender of this scale. Financing information is not detailed, and while duration is specified, the contract start date creates a significant practical issue.

Contract start date is the same as the submission deadline.
Financing information is not detailed.
Data Consistency90/100

Key fields such as title, reference, organization, value, and duration are populated. The CPV code is present. There are no noted suspensions or disputes. The dates provided, however, show a critical inconsistency between the submission deadline and the contract start date.

Critical inconsistency between submission deadline and contract start date.
Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation (beyond general service development), or EU funding. This suggests a lack of focus on these important sustainability criteria.

No explicit mention of green procurement.
No explicit mention of social criteria.

Strengths

Clear description of services and scope.
Competitive flexible procedure outlined.
Objective evaluation weighting (price/quality).
E-submission portal specified.

Concerns

Critical date inconsistency (submission deadline vs. contract start).
Lack of accessible tender documents.
Absence of explicit evaluation criteria.
No focus on sustainability aspects.

Recommendations

1. Rectify the date inconsistency between the submission deadline and contract start date.
2. Provide access to or summaries of all tender documents.
3. Clearly define the evaluation criteria for Stage 2.
