Original Tender Description

Herefordshire Council is seeking to appoint a provider to deliver a Discharge to Assess (D2A) Reablement Service for residents across Herefordshire. This service will support adults who are medically optimised for discharge from hospital and able to return home, offering short-term, therapeutic reablement within their own homes. Interventions will typically last 2 - 4 weeks and will focus on restoring functional ability, promoting independence and helping individuals regain confidence in daily living activities. The successful provider will deliver a person-centred, therapy-led reablement approach, working closely with the council, Wye Valley NHS Trust and the Integrated Care Board. Contract duration: 12 months, with an option to extend for up to an additional 12 months. The procurement is being carried out under the Light Touch Regime (LTR).

Tender Quality Score

This tender for reablement services in Herefordshire is generally well-structured, with clear objectives and a reasonable estimated value. However, it lacks specific evaluation criteria and details on document content, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, operating under the Light Touch Regime (LTR) which allows for flexibility. The CPV code is appropriate. However, the absence of explicit mention of dispute resolution mechanisms or a clear procedure for handling disputes could be a minor concern. The deadline is noted as potentially short in the 'Issues' section, but without further context on typical timelines for this type of procurement, it's assessed as moderate.

Potential for short submission deadline (noted in general issues).
Clarity80/100

The description of the service is clear and outlines the objectives and expected outcomes. The AI-extracted requirements are also well-defined. However, the absence of specified evaluation criteria leaves potential bidders uncertain about how their submissions will be assessed, reducing overall clarity.

No evaluation criteria specified.
Completeness70/100

Most basic information is present, including title, organization, estimated value, and contract duration. However, the lack of available content for the tender documents is a significant gap, preventing a full assessment of completeness. The absence of specific mandatory exclusion grounds also contributes to this.

No document content available.
No specific mandatory exclusion grounds detailed.
Fairness85/100

The tender is open competition, and the estimated value is disclosed. The criteria for eligibility and technical capability, while not exhaustive, are generally objective. The use of 'exemplary provider' is a qualitative requirement but not inherently unfair if supported by objective assessment methods. The lack of specific evaluation criteria is a minor concern for fairness.

Practicality65/100

The tender mentions 'e-submission' in the general issues, which is a positive aspect for practicality. However, the absence of a document URL and the lack of detailed financing information (beyond the estimated value) limit the practicality for potential bidders. The contract start date is specified.

No document URL provided.
Limited financing information beyond estimated value.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated. The dates provided (submission deadline, contract start) are logical and do not indicate any immediate inconsistencies. There are no reported disputes or suspensions.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the provided tender information. This suggests a lack of focus on sustainability criteria.

Not green procurement.
No social criteria mentioned.

Strengths

Clear service description and objectives.
Open competition procedure.
Estimated value and contract duration specified.
Appropriate CPV code provided.

Concerns

Lack of specific evaluation criteria.
No content available for tender documents.
Absence of explicit sustainability considerations.
Potential for a short submission deadline.

Recommendations

1. Provide detailed evaluation criteria to ensure transparency.
2. Upload full tender documentation with clear content.
3. Incorporate sustainability and innovation aspects into the tender requirements.
