Original Tender Description

Then, the discharge of the mine water into the local watercourse from the treatment plant using a combination of overland pipes and an abandoned culvert. There is no cost associated to using the e-Tendering portal and merely requires a short registration process. As part of the Procurement Act 2023 there is a requirement for Contractors to provide Contractor information on the Central Digital Platform. This Contractors information will be required for a Contractors to submit a compliant tender as part of the process for this opportunity.

Score Breakdown

Legal Compliance75/100

The tender appears to adhere to general procedural requirements with a clear open procedure. The CPV code is provided. However, the absence of specified evaluation criteria creates an ambiguity regarding the legal framework of the award process, and a missing reveal date is a procedural gap.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of the required services is reasonably clear, outlining the pumping test, treatment objectives, and discharge method. However, the lack of explicitly stated evaluation criteria leaves the basis for tender selection unclear, reducing overall clarity.

No evaluation criteria specified
Completeness70/100

Essential information such as title, reference, organization, estimated value, contract duration, and start date are provided. The CPV code is present. However, the lack of accessible tender documents and unspecified evaluation criteria leaves a significant gap in the completeness of the procurement package.

No document content available
Missing evaluation criteria
Fairness85/100

The use of an e-Tendering portal accessible without cost promotes fair access. The disclosure of the estimated value and the open procedure contribute to fairness. The requirements for contractor information on a central platform, while potentially adding a step, are framed as a general legislative requirement rather than company-specific.

Practicality65/100

The requirement for e-submission via the Authority's portal is practical. However, the lack of direct URLs to tender documents and the absence of explicit financing information for the project limit the immediate practicality for potential bidders. The contract start date is provided.

No document URL available
No financing info specified
