Original Tender Description

West Sussex County Council (the Council) wishes to give notice of a potential contract opportunity for a Children’s Residential Homes Management System. The Children’s Residential Service currently operates seven Ofsted-registered children’s homes and is planning further expansion. As the business grows and additional homes are brought online, it is essential to have full oversight across all services. To support this growth and maintain high standards of care and compliance, the Council is considering implementing a Children’s Residential Homes Management System. The Council is engaging with the market to gather insights from suppliers to help shape and inform any future procurement activity related to the Residential Homes Management System.

Tender Quality Score

This RFI from West Sussex County Council seeks market insights for a Children's Residential Homes Management System. While generally well-structured, it lacks specific evaluation criteria and details on document content, impacting completeness and clarity.

Score Breakdown

Legal Compliance75/100

The tender has a clear CPV code and organizational details. The submission deadline, while potentially short, is specified. The procedure type is not explicitly stated, which is a minor omission for an RFI. No disputes are noted. Overall, it adheres to basic legal compliance for an RFI stage.

Clarity80/100

The description of the need for a Children's Residential Homes Management System is clear, outlining the context of expansion and the need for oversight. However, the absence of specified evaluation criteria for the RFI responses makes it less clear how supplier insights will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The submission deadline is provided. However, the lack of available content for the tender documents and the absence of specific evaluation criteria reduce its completeness.

No document content available
Fairness85/100

The RFI is open to market engagement, allowing suppliers to provide insights. The estimated value is disclosed, and the criteria for engagement are implicitly about shaping future procurement. The lack of specific evaluation criteria for the RFI itself is a minor point, but the overall approach is fair for an RFI.

Practicality65/100

The RFI specifies a submission deadline and contract duration. The estimated value and potential contract start date are provided. However, the absence of information regarding e-submission methods and a direct URL to documents limits its practicality.

No e-submission
Document URL missing
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. The dates provided are logical, and there are no indications of suspension or disputes. The RFI status is 'planning', which is consistent with its purpose.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided tender information. This indicates a lack of focus on sustainability criteria at this RFI stage.

Not green procurement
No social criteria
