Original Tender Description

Rural Housing Association (RHA) was established in 1992 as one means of implementing the Housing Executive's pioneering and innovative Rural Housing policy statement "The Way Ahead". RHA works throughout Northern Ireland and has a particular focus on rural areas with populations of less than 5000. RHA has a housing stock of 617 dwellings (as at February 2026) located across all District Council areas (excluding Belfast); and the average scheme size is just under seven dwellings. RHA is responsible for the repairs and maintenance of housing stock occupied by its tenants and wishes to appoint a supplier who can provide 24/7 repairs, voids, aids and adaptions, compliance and planned maintenance works. The appointed supplier will be required to address out of hours emergencies and standard repairs (urgent/routine) covering structural issues, heating and plumbing (as more particularly described in the specification, a copy of which can be found within the procurement documents). The initial contract term will be 3 years, with options for RHA to extend the contract for a further two years (i.e. 3+1+1).

Tender Quality Score

This tender for rural housing maintenance is generally well-structured with clear objectives and a disclosed value. However, it lacks detail on evaluation criteria and document content, impacting completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure, which is standard. The CPV code is appropriate for construction work. While no disputes are indicated, the absence of explicit mention of regulatory compliance beyond standard procurement practices and the potential for a short submission deadline (though not explicitly flagged as too short by the rules) are minor points. The lack of a reveal date is a procedural oversight.

Missing reveal date
Clarity80/100

The description of the Rural Housing Association and the scope of works (24/7 repairs, voids, aids, adaptions, compliance, planned maintenance) is clear. The requirements for technical capability are also well-defined, directly reflecting the service needs. However, the absence of specified evaluation criteria leaves a gap in understanding how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The description provides context. However, the critical issue is the lack of accessible document content, preventing a full assessment of all requirements and specifications. Financial requirements and specific submission requirements are also not detailed in the provided text.

No document content available
Financial requirements not detailed
Fairness85/100

The tender is an open procedure, promoting broad access. The estimated value is disclosed, and the criteria for eligibility and technical capability appear objective and service-related. There is no indication of requirements tailored to specific companies. The main concern is the lack of transparency regarding evaluation criteria.

No evaluation criteria specified
Practicality65/100

The contract start date and duration are specified. However, the absence of information regarding e-submission, a direct document URL, and financing details limits the practicality for potential bidders. The lack of accessible document content is a significant barrier.

No e-submission indicated
No document content available
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated. There are no indications of suspension or disputes. The dates provided (submission deadline, contract start) are logically sequenced. The contract duration is clearly stated.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is also not indicated as EU funded, which often implies adherence to certain sustainability standards. This area is underdeveloped.

Not green procurement
No social criteria

Strengths

Clear description of services required
Open procedure for broad participation
Disclosed estimated value and contract duration
Appropriate CPV code provided

Concerns

Lack of accessible document content
Absence of specified evaluation criteria
No indication of e-submission or financing details
Limited focus on sustainability aspects

Recommendations

1. Provide full access to all tender documents, including specifications and evaluation criteria.
2. Clarify the e-submission process and provide financing information.
3. Consider incorporating sustainability criteria into the evaluation.
