Tender Quality Score

This tender for the Connect to Work Programme is generally well-structured, with clear objectives and a detailed description of services. However, it lacks explicit evaluation criteria and information on document access, impacting its overall quality.

Score Breakdown

Legal Compliance75/100

The tender adheres to standard open procedure requirements and specifies a CPV code. Deadlines appear reasonable for the scope, and no disputes are noted. The procedure is clearly defined as 'Open procedure'.

Clarity80/100

The description of the programme and its objectives is clear. The division into four lots with specific service models (SEQF, IPS) is well-defined. However, the absence of explicit evaluation criteria leaves some ambiguity regarding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Basic information such as title, reference, organization, estimated value, and contract duration are present. The contract start date is also specified. However, the lack of accessible tender documents with content limits the completeness of the information provided to potential bidders.

No document content available
Fairness85/100

The tender is open to all bidders and the estimated value is disclosed. The division into lots allows for specialization. The requirements are generally objective, focusing on service delivery models and consortium building. The lack of explicit evaluation criteria could be a minor concern for fairness.

Practicality65/100

The tender specifies a contract start date and duration. However, it does not explicitly mention e-submission, and the availability of document URLs is not confirmed, which could hinder practical access for bidders. Financing information is not detailed.

No e-submission
Document URL not specified
Data Consistency90/100

Key fields like title, reference, organization, value, and dates are populated logically. The contract start date is after the submission deadline. No suspensions or disputes are indicated, contributing to high data consistency.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a limited focus on these areas.

Not green procurement
No social criteria
