Tender Quality Score

This tender for a Multi-Use Games Area is fundamentally hampered by a severe lack of accessible documentation and missing evaluation criteria, significantly impacting its fairness and legal compliance. While the project description is clear, the procurement process itself has critical deficiencies that could deter bidders and lead to disputes.

Score Breakdown

Legal Compliance55/100

The tender defines the procedure type and CPV code correctly. However, the absence of accessible tender documents, explicit mandatory exclusion/eligibility/financial requirements, and crucially, evaluation criteria, represents significant legal compliance shortcomings, hindering transparency and adherence to best practices.

No accessible tender documents
Missing evaluation criteria
Clarity50/100

The project description and technical requirements are clear and understandable. Nevertheless, the complete absence of specified evaluation criteria and explicit eligibility/financial requirements creates substantial ambiguity for potential bidders regarding the assessment process.

No evaluation criteria specified
No explicit eligibility/financial/exclusion requirements
Completeness40/100

While basic information like title, reference, organization, value, and deadlines are present, the tender is severely incomplete due to the lack of accessible tender documents (17 documents with 0 content/summaries) and the absence of explicit eligibility, financial, and evaluation criteria.

No accessible tender documents
Missing evaluation criteria
Fairness30/100

The tender's fairness is critically compromised by the complete lack of accessible tender documents and the absence of transparent evaluation criteria. The lack of e-submission also presents a barrier to equal access for all potential bidders.

No accessible tender documents
No evaluation criteria specified
Practicality40/100

The tender suffers from significant practical drawbacks, primarily the lack of electronic submission capabilities and the unavailability of actual tender document content. While contract duration and start date are provided, these issues create substantial hurdles for bidders.

No e-submission
No accessible tender documents
Data Consistency85/100

The tender exhibits good data consistency with logical dates and populated key fields. Minor inconsistencies include empty fields for "Liable Person" and "Code" for Type/Procedure.

Empty "Liable Person" field
Empty "Code" for Type/Procedure
Sustainability40/100

While the project inherently promotes social benefits (youth, accessibility), the tender documentation does not explicitly incorporate green procurement criteria, broader social clauses, or an innovation focus within the procurement process itself.

No explicit green procurement criteria
No explicit social criteria

Strengths

Clear project description and technical requirements
Value, duration, and key dates are specified
CPV code is appropriately assigned
Project has inherent social benefits (youth, accessibility)

Concerns

Critical lack of accessible tender documents (0/17 documents with content)
Complete absence of evaluation criteria
No explicit eligibility, financial, or mandatory exclusion requirements
No electronic submission option
Missing reveal date (though submission period seems reasonable if revealed today)

Recommendations

1. Immediately publish all tender documents with full content to ensure transparency and legal compliance.
2. Clearly define and publish the evaluation criteria, including weightings, to ensure fairness and clarity for bidders.
3. Specify explicit eligibility, financial, and mandatory exclusion requirements in line with procurement regulations.
