Original Tender Description

South Yorkshire Mayoral Combined Authority are currently exploring design and build procurement routes and would welcome feedback from the market to help shape our approach for the upcoming project to expand the current park and ride facility at Meadowhall Interchange to increase capacity by building on the existing lower-level car park. - The Meadowhall Transport Interchange (MTI) Park & Ride (P&R) expansion project is one of SYMCA's CRSTS-funded capital projects. - Indicative budget estimate in the region of £10m+ - The existing P&R site has a capacity of 328 spaces (including the lower and upper car parks), accessed from Barrow Road. - The proposed scheme is to increase the capacity of the P&R site, building on the existing lower-level car park. The existing upper-level car park is excluded from the scheme. - The project will include increasing the capacity of the existing P&R site by 200+ additional parking spaces. - Pedestrian access will be improved to rail platforms 1, 3 and 4, by improved access to the upper interchange walkway.

Tender Quality Score

This is a market engagement exercise for a park and ride expansion project. While it provides a good overview of the project scope and indicative budget, it lacks detailed evaluation criteria and specific submission requirements, impacting its overall completeness and clarity for potential bidders.

Score Breakdown

Legal Compliance75/100

The tender is in a planning status, which explains the absence of a formal procedure and detailed legal compliance elements. The CPV code is provided, and the organization is clearly identified. The deadline, while potentially short for a full tender, is present for this engagement phase. No disputes are noted.

Clarity80/100

The description of the project is generally clear, outlining the scope of the park and ride expansion, the objective of increasing capacity, and improvements to pedestrian access. However, the absence of specified evaluation criteria makes it unclear how feedback will be assessed.

No evaluation criteria specified
Completeness70/100

Key information such as the title, reference, organization, and a description of the project are present. An indicative budget and contract duration are provided. However, the estimated value is not disclosed, and the content of the tender documents is not available, limiting the completeness of the information provided.

Estimated Value: Not disclosed
Documents with content/summaries: 0
Fairness85/100

The tender is a market engagement exercise, which is a fair way to gather input before a formal procurement. Full document access is not applicable at this stage, and the criteria for engagement are not explicitly stated but implied by the request for feedback. The lack of specific company tailoring is positive.

Practicality65/100

The tender is in a planning status, and e-submission is not explicitly mentioned, suggesting it might not be a formal e-procurement process yet. The contract start date and duration are provided, but financing information beyond the indicative budget is absent. The lack of document content hinders practical assessment.

No e-submission
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, CPV code, and dates are populated logically. The status is 'planning', which aligns with the nature of a market engagement exercise. No suspensions or disputes are reported.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within the tender description. The project is funded by CRSTS, which may have underlying sustainability goals, but these are not detailed here.
