Original Tender Description

The Council and its ancillary arms (such as arm’s length bodies and/or wholly or partly owned subsidiaries and partner organisations) requires services to manage the provision of the Holiday Activities and Food (HAF) Programme, which will be structured under two Lots (see specification). LOT 1 is about HAF Programmes Services for Ages 4 to 11 years old, and Lot 2 is about HAF Programmes Services for Ages 12 - 16 years old. The Holiday Activities and Food (HAF) Programme is a national initiative funded by the Department for Education (DfE) aimed at supporting children and families during school holiday periods. The programme provides access to enriching activities, nutritious meals, and safe childcare environments for children from low-income households, particularly those eligible for benefits-related FSM. Since its national launch, the HAF Programme has grown substantially. Between 2022 and 2025, it delivered over 15 million HAF days to children and young people across England. The programme operates during the Easter, Summer, and Winter holidays only, offering a minimum of four days of provision during Easter and Winter, and twelve to sixteen days during the Summer. The programme is primarily targeted at children in receipt of benefits-related FSM, but local authorities are encouraged to use up to 15% of their funding to support other vulnerable children who may benefit from the offer. This flexibility allows councils to respond to local needs and ensure broader inclusion. Further information and tender documents are available on our e-tendering portal https://lbbd.bravosolution.co.uk/web/login.shtml Any questions regarding the tender should be addressed through the portal in the messaging section. Closing date Noon on 23rd April 2026

Tender Quality Score

This tender for holiday activities and food services is generally well-structured, with clear objectives and a defined scope. However, it lacks explicit evaluation criteria and detailed document content, impacting completeness and potentially fairness.

Score Breakdown

Legal Compliance75/100

The tender adheres to open procedure and specifies a CPV code. Deadlines are provided, though the submission deadline might be considered tight given the complexity. No disputes are noted. Regulatory compliance is assumed based on the nature of the programme.

Clarity80/100

The description of the Holiday Activities and Food (HAF) Programme is clear, outlining its purpose, target audience, and operational periods. The division into two lots based on age groups is well-defined. Requirements are generally understandable.

Completeness70/100

Basic information such as title, organization, estimated value, and contract duration are present. However, the tender documents themselves are not accessible or summarized, and crucial evaluation criteria are missing, which significantly impacts completeness.

No document content available
Missing evaluation criteria
Fairness85/100

The tender is open, and the estimated value is disclosed. The use of an e-tendering portal promotes transparency. Requirements are generally objective, focusing on service delivery capabilities. The lack of specified evaluation criteria could be a concern for bidders.

Practicality65/100

The tender directs bidders to an e-tendering portal for information and submission, which is a standard practice. However, the 'No e-submission' flag in the checks suggests a potential contradiction or an issue with the portal's functionality for actual submission. Financing information is not explicitly detailed.

No e-submission (potential contradiction with portal link)
Data Consistency90/100

Key fields like title, reference, organization, value, and deadlines are populated. Dates are logical, and there are no indications of suspension or disputes. The contract start date is clearly defined.

Sustainability50/100

The tender does not explicitly mention green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. While the HAF programme itself has social benefits, these are not highlighted as procurement criteria.

Not green procurement
No social criteria
