Tender Quality Score

This tender for the supply of miscellaneous tyres is generally well-structured, with clear basic information and a reasonable estimated value. However, it lacks specific evaluation criteria and details on submission requirements, impacting its completeness and practicality.

Score Breakdown

Legal Compliance75/100

The tender appears to comply with general procurement regulations, with a clear CPV code and NUTS code. The procedure type is not specified, which is a minor omission. Deadlines are not flagged as unreasonable at this planning stage. No disputes are reported.

Clarity80/100

The description of the requirement for 'supply only' tyres of various brands to complement an existing contract is clear. The eligibility and technical capability requirements are adequately outlined. However, the absence of specified evaluation criteria leaves a gap in clarity regarding how bids will be assessed.

Missing evaluation criteria
Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, and contract duration. However, the lack of specific submission requirements and the absence of any content in the tender documents significantly reduce its completeness.

No document content available
No specific submission requirements detailed
Fairness85/100

The tender is fair in that it discloses the estimated value and allows for a range of commercially available tyres, not favouring a single brand beyond the existing Goodyear contract. The mention of an existing Goodyear contract is transparent. The criteria appear objective, and the process is divided into parts, which can enhance competition.

Practicality65/100

The tender is in a 'planning' status, which explains some limitations. The lack of specified e-submission details and the absence of document content make it less practical for immediate review. The contract start date is provided, but financing information is not.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract duration are populated. Dates are logical, and there are no reported suspensions or disputes. The estimated annual value and total estimated value are consistent with the contract duration.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding, which are common elements in modern tenders. This suggests a lack of focus on these areas.

Not green procurement
No social criteria
