Original Tender Description

The LGA will engage contractors selected under this brief to support those councils identified or self-identified as being in need of specialist support. These may include, for example, councils that have identified particular financial challenges or risks that they need to manage or overcome, or that may lack financial strategic or technical capacity. There is a need to work with these councils to design strategic financial advice and support to those councils and, in many cases, to provide that support. This work requires specialist financial experience and skills, and the credibility to work with senior stakeholders within local authorities.

Key concerns include the lack of detailed evaluation criteria and potential for improved e-submission processes.

Score Breakdown

Legal Compliance75/100

The tender adheres to basic legal compliance with a clear CPV code and proper procedure designation. Deadlines, while present, could be perceived as slightly short given the nature of the work. The absence of specified dispute history is positive. Regulatory compliance is assumed but not explicitly detailed.

Clarity80/100

The description effectively outlines the need for specialist financial support for local authorities facing challenges. Eligibility and technical capability requirements are reasonably well-defined, focusing on experience and credibility. However, the lack of explicit submission and financial requirements could lead to ambiguity.

Completeness70/100

Essential information such as title, organization, estimated value, and contract duration is present. However, the absence of detailed evaluation criteria and specific submission requirements impacts completeness. The limited availability of document content also detracts from the overall completeness.

No document content available
Fairness85/100

The tender promotes fairness by having an open competition type and disclosing the estimated value. The eligibility and technical requirements are based on objective skills and experience, avoiding overt company-specific tailoring. The primary concern for fairness is the lack of specified evaluation criteria, which can hinder transparency in the selection process.

Practicality65/100

The tender provides a contract start date and duration, and the estimated value is disclosed. However, the lack of explicit mention of e-submission and a clear document URL for downloading full documentation reduces its practicality. Financing information is not detailed.

No e-submission
Data Consistency90/100

Key fields such as title, organization, value, and dates are populated consistently. The tender status is active, and there are no reported disputes or suspensions, indicating good data consistency. Dates provided appear logical within the context of the tender.

Sustainability50/100

The sustainability aspect is partially addressed through the inclusion of 'Sustainability Associates' in the title, suggesting potential integration of green or social considerations. However, there is no explicit mention of green procurement, social aspects, innovation, or EU funding, limiting its impact.
