Good

Tender Quality Score

This tender for operational plant health services is well-structured with clear descriptions and a defined scope. However, it lacks specific evaluation criteria and details on submission methods, impacting its overall practicality and legal compliance.

Score Breakdown

Legal Compliance75/100

The tender benefits from a clear CPV code and a defined procedure (though 'None' is listed, the description implies a multi-lot approach with mini-competitions). The estimated value and contract duration are specified. However, the absence of a reveal date and explicit evaluation criteria could pose challenges for legal compliance and transparency. The deadline, while present, might be considered short given the scope and potential for mini-competitions.

Missing reveal date
No evaluation criteria specified
Clarity80/100

The description of services is comprehensive, detailing various work areas and the overall objective. The AI-extracted requirements are well-aligned with the description. The division into lots and the possibility for suppliers to tender for multiple lots are clearly stated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. The CPV code is provided. However, the lack of available document content and the absence of specific mandatory exclusion grounds or detailed eligibility criteria reduce its completeness.

No document content available
Fairness85/100

The tender appears fair, with the value disclosed and a clear indication of how lots will be awarded through mini-competitions. The ability for suppliers to tender for multiple lots promotes competition. There are no immediately apparent requirements tailored to specific companies.

Practicality65/100

The tender specifies a contract start date and duration. However, the lack of information regarding e-submission methods and the absence of document content make it difficult for potential bidders to assess the full scope and prepare their submissions effectively. The deadline might also be a practical challenge.

No e-submission specified
No document content available
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. The contract start date precedes the submission deadline, which is logical. There are no reported disputes or suspensions. The status 'planning' is consistent with the information provided.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, innovation, or EU funding, which are common considerations in modern public tenders. This limits its score in this category.

Not green procurement
No social criteria

Strengths

Clear and detailed description of services
Well-defined scope with multiple lots
Disclosed estimated value and contract duration
Appropriate CPV code provided

Concerns

Missing evaluation criteria
Lack of document content
Unspecified e-submission method
Potentially short submission deadline

Recommendations

1. Specify clear evaluation criteria for lot awards.
2. Provide access to full tender documentation.
3. Clarify the e-submission process and platform.
