Tender Quality Score

This tender for repairs and maintenance services for short-stay housing is generally well-structured, with clear requirements and a reasonable estimated value. However, it lacks explicit evaluation criteria and details on e-submission, impacting practicality.

Score Breakdown

Legal Compliance75/100

The tender references relevant legislation (Section 11 of the Landlord and Tenant Act 1985), indicating a good understanding of legal obligations. The CPV code is appropriate. Deadlines appear reasonable given the context, and there's no indication of disputes. The procedure is an open one, which is standard.

Clarity80/100

The description of services is detailed, listing specific areas of expertise required. The reference to the NHF Service Specification and the 'Property Schedule' document provides further clarity. The mandatory site visit with specific dates and times is also clearly communicated.

Completeness70/100

Most basic information is present, including title, reference, organization, estimated value, contract duration, and start date. However, the 'Tender Documents' section indicates 0 documents with content/summaries, which is a significant omission. The absence of explicit evaluation criteria also detracts from completeness.

No document content available for review.
Fairness85/100

The tender is an open procedure, promoting broad participation. The estimated value is disclosed. The site visit, while mandatory, has limitations on attendance (two representatives per organization) and is allocated on a first-come, first-served basis, which could be perceived as slightly less fair than a pre-scheduled system. However, the compilation and circulation of queries aim to ensure all parties receive the same information.

Site visit slots allocated on a first-come, first-served basis.
Practicality65/100

The tender specifies a contract start date and duration. Financing information is not explicitly detailed. The primary concern is the lack of information regarding e-submission, and the 'Issues' section flags 'No e-submission'. The mandatory site visit, while practical for understanding the scope, requires physical attendance.

No explicit information on e-submission process.
No explicit financing information provided.
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and deadlines are populated. Dates are logical and do not indicate any immediate inconsistencies. There are no flags for suspension or disputes.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding. This suggests a lack of focus on these areas within the tender documentation.

No mention of green procurement.
No mention of social aspects.

Strengths

Clear description of required services.
Reference to relevant legislation.
Disclosure of estimated value and contract duration.
Open procedure for broad participation.

Concerns

Missing tender document content.
Lack of specified evaluation criteria.
Unclear e-submission process.
Limited focus on sustainability aspects.

Recommendations

1. Provide access to all tender documents with clear content.
2. Specify the evaluation criteria to be used for assessing bids.
3. Clarify the e-submission process and requirements.
