Original Tender Description

The primary purpose of this preliminary market engagement exercise (“Exercise”) is for the Education Authority (EA) to outline and seek supplier views and feedback on potential approaches for the provision and installation of Outdoor Educational Play Equipment. This is not a tender exercise by the Education Authority. The Education Authority Northern Ireland (EANI) wishes to engage with the market to gather views on the establishment of a robust, value‑for‑money Framework Agreement for the supply and installation of Outdoor Educational Play Equipment to individual education establishments across Northern Ireland. The anticipated framework period is from 1 December 2026 to 30 November 2028 (indicative), with options to extend for periods up to a further 24 months. Any information gathered through this market consultation exercise will be used solely to inform internal business planning and any potential future procurement process. It will not be evaluated as part of any subsequent tender exercise. Participation—or non‑participation—in this preliminary market consultation will not preclude any supplier from taking part in any future procurement process, nor will any information submitted provide any supplier with an advantage or disadvantage. For the avoidance of doubt, this is the scoping phase and not part of a formal procurement procedure. As part of this engagement, the Authority intends to meet with any respondents to discuss their submissions in more detail and to further inform the development of any future tender exercise. Suppliers who wish to participate in the market engagement exercise should complete the pre‑market engagement questionnaire available on eTendersNI under the unique reference EANI‑5173. Further information, including the questionnaire, can be downloaded from the CfT documents. Completed questionnaires must be submitted via the Messaging function of eTendersNI no later than 3:00pm on Wednesday 25 March 2026. No additional tender documents are required at this stage beyond the questionnaire.

Tender Quality Score

This is a preliminary market engagement exercise, not a formal tender. It aims to gather supplier feedback on a future Framework Agreement for outdoor play equipment. The documentation is clear about its purpose but lacks formal tender elements.

Score Breakdown

Legal Compliance75/100

The exercise is clearly stated as a preliminary market engagement, not a formal tender, which aligns with regulatory expectations for such activities. Deadlines are provided for the engagement questionnaire. The CPV code is present. No disputes are indicated.

Clarity80/100

The purpose and scope of the market engagement are clearly articulated. Requirements for participation are straightforward, focusing on completing a questionnaire. The distinction between this exercise and a formal tender is well-defined.

Completeness70/100

Basic information such as title, organization, estimated value, and contract duration is provided. However, as this is a preliminary exercise, formal tender elements like detailed technical specifications or evaluation criteria are understandably absent. The submission deadline for the questionnaire is specified.

Fairness85/100

The exercise explicitly states that participation or non-participation will not affect future procurement processes, ensuring fairness. Information gathered will not provide an advantage. Access to the questionnaire is via a public platform (eTendersNI).

Practicality65/100

Submission is via eTendersNI, which is an e-submission platform. However, the 'contract start date' and 'financing info' are indicative for a future framework, not this engagement. The primary focus is on questionnaire submission.

Data Consistency90/100

Key fields like title, organization, and reference are populated. The dates provided for the engagement questionnaire submission and the indicative contract start are logical within the context of planning. No suspension or disputes are noted.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, or innovation within this preliminary market engagement documentation. This is typical for an initial scoping phase.

Strengths

Clear distinction between market engagement and formal tender
Explicit statement on fairness and non-advantage for participants
Use of e-procurement platform for submission
Well-defined purpose and scope

Concerns

Lack of formal tender documentation (as expected for this stage)
Indicative nature of future contract dates
No sustainability or innovation criteria mentioned (expected for this stage)

Recommendations

1. Ensure future formal tender documentation clearly outlines sustainability and innovation requirements.
2. Confirm the process for accessing the questionnaire and any associated documents.
