Original Tender Description

Wakefield Council is considering options for the delivery of the SWEP (Severe Weather Emergency Protocol). The purpose of this Market Engagement is to ascertain the interest of any providers to enable an informed decision to be made in relation to any procurement opportunities available to the Council from locally based providers from across the district. Wakefield Council currently funds a Cold Weather Shelter for Rough Sleepers during the winter months. The current contract for the service ends on 30 September 2026 and the Council is now considering options for future provision. The Shelter offers overnight accommodation to people sleeping rough during periods of cold weather. It also provides limited support to help individuals access homelessness and health services through referrals and signposting to appropriate agencies.

Tender Quality Score

This tender is in the planning stage, focusing on market engagement for Severe Weather Emergency Protocol (SWEP) provision. While it outlines the service's purpose and duration, it lacks detailed technical and submission requirements, and evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender is in a planning phase, which inherently limits its immediate legal compliance. The CPV code is appropriate. Deadlines are not yet critical as it's a market engagement. No disputes are reported. Regulatory compliance is assumed to be addressed in later stages.

Clarity80/100

The description of the SWEP service is clear, outlining its purpose, target group, and basic support functions. However, specific technical capabilities and submission requirements are not detailed, which impacts overall clarity for potential bidders.

Missing evaluation criteria specified
Completeness70/100

Basic information such as title, organization, estimated value, and contract duration is present. The submission deadline is provided. However, crucial details regarding specific technical requirements, financial requirements, and submission procedures are missing, making the documentation incomplete for a formal tender.

No document content available
No specific mandatory exclusion grounds are detailed
Fairness85/100

The requirement for 'locally based providers from across the district' introduces a degree of geographical preference, which could be perceived as less fair if not justified by specific operational needs. The estimated value is disclosed, and the process is intended for market engagement to inform future procurement.

Providers should be locally based from across the district
Practicality65/100

The tender is in a planning stage, and e-submission is not yet specified. The contract start date is provided, and the duration is clear. Financing information is not detailed, and the lack of specific submission requirements hinders practical preparation for potential bidders.

No e-submission specified
Financing information not detailed
Data Consistency90/100

Key fields such as title, reference, organization, estimated value, and contract dates are populated logically. There are no reported disputes or suspensions. The status 'planning' is consistent with the lack of detailed tender documentation.

Sustainability50/100

There is no explicit mention of green procurement, social aspects, innovation, or EU funding in the provided tender information. This suggests a lack of focus on sustainability criteria at this stage.

Not green procurement
No social criteria

Strengths

Clear service description and purpose
Defined contract duration and start date
Estimated value disclosed
Appropriate CPV code provided

Concerns

Lack of detailed technical and submission requirements
Missing evaluation criteria
Geographical preference for local providers
Absence of sustainability considerations

Recommendations

1. Specify detailed technical requirements and evaluation criteria for the procurement phase.
2. Clarify the justification for the 'locally based' requirement or consider broadening the scope.
3. Integrate sustainability criteria into future procurement documents.
