Tender Quality Score

This tender establishes a Dynamic Purchasing System (DPS) for construction partners, but the initial notice is significantly lacking in detailed information, directing bidders to an external website. While the DPS model promotes competition, greater transparency is needed for a comprehensive assessment.

Score Breakdown

Legal Compliance100/100

The description of establishing a DPS is generally compliant with procurement regulations. However, the absence of explicit mandatory exclusion grounds in the initial notice (though referred to the Selection Questionnaire) is a minor concern. The classification as 'Restricted procedure' for a DPS might be confusing, as DPS typically operates with open admission.

Lack of explicit mandatory exclusion grounds in the initial notice (though referred to the Selection Questionnaire).
The 'Restricted procedure' classification for a DPS may cause confusion.
Clarity40/100

The purpose and scope of the tender (DPS for construction works in Cumbria) are clear. However, the significant lack of detail regarding crucial requirements (financial, evaluation criteria, full exclusion grounds) in the initial notice reduces immediate clarity and necessitates accessing an external website.

Significant details are deferred to an external website/Selection Questionnaire, reducing immediate clarity.
Completeness83/100

The provided tender information is highly incomplete. It explicitly states that mandatory exclusion grounds, financial requirements, and evaluation criteria are not provided and must be sought elsewhere. No tender documents are attached to the notice itself.

No documents attached.
Missing explicit mandatory exclusion grounds, financial requirements, and evaluation criteria in the provided text.
Fairness80/100

The DPS model is generally fair as it allows continuous admission of new suppliers, promoting competition. The listed requirements are standard for construction. There is no immediate indication of tailoring for a specific company based on the limited information provided. However, the lack of explicit financial requirements and evaluation criteria in the initial notice means potential restrictive conditions could be hidden within the unreviewed Selection Questionnaire.

Potential for hidden restrictive requirements in the unreviewed Selection Questionnaire.
Practicality40/100

The DPS approach is practical for ongoing procurement of construction services, offering flexibility and continuous market engagement over a 60-month period. The geographical scope is clear. Registering interest and obtaining the SQ from an external website is a common and practical approach.

Data Consistency100/100

The provided data is internally consistent. The title, description, and requirements align with the stated purpose of establishing a DPS for construction services.

Sustainability25/100

The tender explicitly mentions 'Innovation Focus' as a characteristic, which is a positive indicator. However, the provided text does not elaborate on specific environmental, social, or governance (ESG) requirements, and automated checks flagged the absence of green procurement and social criteria.

Lack of explicit green procurement or social criteria in the provided description, despite the 'Innovation Focus'.

Strengths

Utilizes a Dynamic Purchasing System (DPS), promoting continuous market access and competition.
Clear description of the procurement's purpose and scope.
Explicitly states 'Innovation Focus' as a characteristic.
Reasonable contract duration (60 months) for a DPS.
Value disclosed (61.5M EUR) provides clarity on scale.

Concerns

Significant lack of detailed information (e.g., mandatory exclusion grounds, financial requirements, evaluation criteria) in the initial tender notice.
No tender documents are attached to the notice itself, hindering immediate assessment.
Potential for hidden restrictive requirements or biases within the unreviewed Selection Questionnaire.
Absence of explicit green procurement or social criteria in the provided description.
The classification as 'Restricted procedure' for a DPS might be confusing.

Recommendations

1. Ensure the Selection Questionnaire (SQ) is comprehensive, transparent, and easily accessible, detailing all mandatory exclusion grounds, financial requirements, and evaluation criteria.
2. Consider providing a summary or key highlights of critical requirements directly within the initial tender notice to enhance transparency and attract a broader range of bidders.
3. Clearly articulate how the 'Innovation Focus' will be assessed and integrated into the DPS and subsequent call-offs, potentially including specific sustainability criteria.
