Original Tender Description

The City will provide the tender documents relating to this procurement upon receipt of a completed Non Disclosure Agreement (NDA). The NDA must be returned via the messaging facility on the City of London Corporation Sourcing & Contracts Portal (itt_230), at the address set out at section 126 of this notice. The City of London Police (CoLP) are currently undertaking a programme to modernise their estate through a mixture of the construction of brand new buildings and the refurbishment of existing buildings. There will be 6 buildings within the future police estate of varying sizes and containing a wide range of functions, and they will be ready for handover to CoLP at different times across approximately a 2-year period from late 2026 to early 2029. With the building works in progress, the CoLP are now in the early stages of planning for the internal fit out of each of the buildings post-handover, including procurement for the supply and installation of lockers. Whilst an estimate of the likely quantities of the major types of lockers required at each of the sites is known, floor plans are still being developed in some of the buildings so these estimates are subject to change, and total locker numbers required may change as plans are finalised. In addition to the supply and installation of lockers, we would also be seeking suppliers to undertake an element of design work, assessing floor plans and identifying the most efficient layout for the different types of lockers in each locker room. This tendering exercise is being undertaken using the electronic tendering system ‘City of London Corporation Sourcing & Contracts Portal’ (https://cityoflondon.ukp.app.jaggaer.com/). Suppliers will need to register an interest on the system in order to participate and registration is free. The estimated contract value given at sections 31 and 32 is for the full duration of the contract.

Tender Quality Score

This tender for lockers is generally well-structured, with clear objectives and a defined process, though it requires an NDA before full document access and lacks explicit evaluation criteria.

Score Breakdown

Legal Compliance75/100

The tender follows an open procedure and provides a CPV code. Deadlines appear reasonable given the context. No disputes are noted. The process of requiring an NDA before accessing full tender documents is a procedural step that needs to be managed carefully to ensure compliance with procurement regulations regarding timely access to information.

Clarity80/100

The description of the project, including the modernization of police estate buildings and the scope of work (supply, installation, and design), is clear. The requirements for registration and NDA submission are also clearly stated. However, the absence of specified evaluation criteria leaves a gap in clarity regarding how bids will be assessed.

No evaluation criteria specified
Completeness70/100

Most basic information is present, including title, organization, estimated value, duration, and contract start date. The CPV code is provided. However, the full tender documents are not directly accessible without completing an NDA, which impacts the completeness of information available at the initial stage. The AI flags 'Missing reveal date' which is not explicitly present in the provided text.

Tender documents not directly accessible without NDA
Fairness85/100

The use of an e-procurement portal is a positive aspect. The estimated value is disclosed. The process requires an NDA, which is a common but potentially limiting step for some bidders. The lack of specified evaluation criteria could be perceived as a fairness concern, as bidders may not fully understand the weighting of different aspects of their proposals. No specific tailoring to individual companies is evident.

NDA required before full document access
Practicality65/100

The tender utilizes an e-procurement portal for registration and submission, which is practical. A URL for the portal is provided. The contract start date and duration are specified. Financing information is not explicitly detailed, and the requirement for an NDA before accessing full documents adds a step to the practical process of engagement.

NDA required before accessing full tender documents
Data Consistency90/100

Key fields such as title, reference, organization, value, and dates are populated. The contract duration and start date are logical. There are no indications of suspension or disputes. The AI flags 'Missing reveal date' which is not explicitly present in the provided text but does not impact overall data consistency.

Sustainability50/100

The tender does not explicitly mention any green procurement, social aspects, or innovation focus. It is not indicated as EU funded. This suggests a lack of emphasis on sustainability criteria within this procurement.

No explicit mention of green procurement, social aspects, or innovation
